However, the fact that traffic rules is a living organism that must constantly change is the deepest error. And with such a frequency as ours, traffic rules do not change anywhere in the world. Even in the neighboring Republic of Belarus, the Rules, as directed by the President, are updated no more than once every five years. The reasons are commonplace: neither drivers, nor traffic police officers, for whom thorough knowledge of traffic rules are included in official duties, have no time to adapt to all changes. Moreover, many do not even know about the next amendments. Informed drivers drive according to one Regulation, uninformed drivers drive according to other, obsolete. There is chaos on the roads, accident rate is growing. And confidence in the traffic police, who often do not know the Rules themselves, on the contrary, is falling.
