Personally, I welcome this, provided that all three components are adequate - the complainant, the official, and the punishment. Often, how is it? The complainant takes photographs of a purely formal violation that does not carry real danger, and the official, as a rule, does not go into details: the violation is visible - guilty!

The third component is even worse. An example is parking on the lawn. The phenomenon is disgusting, no doubt. But the difference between the lawn and the roadside is not spelled out in Russian laws. And this is fundamental: you can’t stand on the lawn, but on the side of the road. The punishment, it seems, was prescribed from the bulldozer: I parked my personal car on the grass - you pay 5, 000 rubles, the state one - 60 times more … With this approach to the case, we do not need the all-Russian service of complainants.

They also discuss the abolition of regional and power ratios, the introduction of policies with a validity period of up to three years and with increased payment limits, linking the policy not to the car, but to the driver. What of all this will go into the final version of the bill, we learn in the first half of the year.

In September, it became known about the approval of the new GOST for license plates. He introduces plates of new sizes and shapes for motorcycles, as well as cars driven from the USA and Japan; tins of certain categories - for sports and "classic" vehicles.

The issuance of new signs was supposed to begin on January 1, 2019, but the traffic police asked for a delay. The reason is good: from the approval of the document to its entry into force, the period is too short, it is impossible to organize public procurement in the required volumes. Most likely, the date will be postponed to August 4. Starting from this day, the traffic police will assign a combination of letters and numbers to vehicles, and the owner will go to a private office for license plates. Accordingly, the state duty for issuing numbers will be canceled. Tariffs for manufacturers of license plates will be set by the FAS.

It will be possible to register a purchased car directly at the dealer. At the end of 2018, electronic TCP came into use: they were prescribed in the law, the traffic police registration departments began to work with them. The secondary market should become even more transparent, because in a digital document all the details of the car’s biography will be preserved - information from dealers, police, insurers and vehicle inspection operators.

All this is tinsel, in no way able to influence the result.

But the idea of combining the "city" and the "site" in one exam sounds revolutionary. How to do this, no one voiced. Apparently, lawmakers do not have a clear understanding either. Although motorcyclists are left to be tested only at the site. This means that people who can only move in first gear and at turtle speed will again go onto roads.

In addition, the traffic police proposes to conduct a theoretical examination for knowledge of the Rules at each change of a driver’s license - that is, once every ten years. If we continue to stamp new traffic signs and markings with the same intensity, the idea will no longer seem crazy.

Without the eradication of the corruption component, no reforms will help. And even if this suddenly happens, driving schools, I am sure, will continue to teach not to drive a car, but to pass an exam. It's easier.

A recent survey by the Levada Center showed that 66% of respondents yearn for the USSR. They should like a return to daily queues.
