The idea of taking a bribe for entering the city center is not new - in any case, if we talk about Moscow. And it may well turn out that the desire for spectacular innovations will achieve their goal. And other large (and not so) cities will catch up with Moscow.

In the world, this practice is not widespread. Now paid entry or its alternative option (paid fare) is organized in only a few cities with a population of over one million. Of these, only New York is comparable with Moscow (metropolitan area of 25 million people) in terms of population.

New York

In the business capital of the United States, some bridges and tunnels are charged. There are bridges (mostly built in the century before last), on which you can drive for free. Ideologically, charging is justified by the fact that bridges and tunnels are complex and expensive engineering structures for which the city spent a lot of taxpayer money, so they should partially pay off. In New York, a fair fare has been calculated for each rider. The charging of fares on New York bridges and tunnels does not cause protests, many are sympathetic to the need to reimburse the cost of their construction.

Example: Brooklun – Batter and Queens – Midtown tunnels cost $ 8.5 for cash payments. Verrazzano-Narrows Bridge will cost you $ 17 for cash.

The fare on bridges and tunnels is a natural regulator of their loading. Many, to save money, use intercepting parking lots for public transport or team up for commuting. For those who carry more than three passengers in a car, significant discounts are provided: in places the fee is reduced by three times. The existing tariffs influence the traffic in Manhattan slightly, so the idea of collecting fares for travel in Manhattan is being discussed in the city - following the example of London.

London

In the capital of Great Britain, since 2003, they have been charged only for entry into the central part of the city (21 km²). Initially, it was 5 pounds, and immediately after its introduction, the number of cars in the center decreased by a quarter, which was regarded as the undoubted success of the project. However, a year later, car traffic in central London recovered almost to its original values. This sparked a fierce public debate, during which opponents of charging fees lost - and in 2005 the size of the payment was increased to 8 pounds. After a series of tariff increases, travel to central London by car costs 11.5 pounds today. In addition, additional fees may be imposed on drivers of low environmental vehicles.

Example: travel to central London by car with an Euro 2 engine will cost 21.5 pounds, of which 10 pounds is an environmental fee.

Discussions around paid entry do not subside. An analysis conducted by experts showed that over the ten years of the existence of the paid zone, traffic in it decreased by only 10-15% (depending on the time of day and day of the week). At the same time, fees from paid entry in 2016 amounted to 249.6 million pounds. Here is an example of one of the most expensive ways to deal with traffic jams.

Singapore

Initially, the Singapore-based Electronic Charging System (ERP) was a model for London officials who decided to charge a center entry fee after repeated visits to the island city. Singapore is the first city with a toll for motorists: they began to collect money from them in 1975. Initially, the system was called ALS, in 1998 it was replaced by electronic ERP. The reason for the introduction of paid entry was a sharp increase in motorization, which followed the increase in the welfare of residents. Singapore is an island, and it has nowhere to grow: there is water around.

Each ERP framework will be charged between $ 0 and $ 3. There may be several frames on the route, respectively, and the total fee will increase.

In Singapore, toll roads do not provoke sharp protests, as island status is a natural physical restriction. Yes, and you can buy a car only after acquiring a special certificate put up for auction by the government. The price of such a certificate is comparable to the price of a car. At the end of 2016, only 600 thousand private cars drove along the roads of Singapore with a population of about 6 million people.

After entering ERP, car traffic decreased by 24%.

Dubai

The charging system is called Salik, which was launched in 2007. It is very similar to Singaporean ERP: a fee (approximately 1 US dollar) is charged for each passage of the control frame. Initially, there were two frames throughout the city, now eight. Prepayment is required. The maximum daily fee is $ 6.5 - even if the motorist has passed through the Salik framework more than six times. There are alternative routes - less convenient, but free.

As an identification method, a radio tag is used rather than license plate recognition, and this is very inconvenient for motorists. However, city officials are not going to change the way they identify.

The introduction of the Salik system caused a mixed reaction in the city. Obviously, the collection of fees freed up part of the main roads and bridges, but at the same time automobile traffic flowed into neighboring residential areas, which did not make their residents happy. The impact of the Salik system on car traffic in general is minimal.

Stockholm

Stockholm fares have been charged since 2006. Initially, it was introduced as a so-called congestion tax. After a year of testing, the overload tax became permanent - from August 1, 2007. The fee depends on the time of day. The highest tariff is during peak hours. The system works based on the recognition of car numbers using cameras, and at the end of each month the car owner receives an invoice.

Travel during rush hour will cost about 3.24 euros. The fee is not charged in the evening and at night, from 18:30 to 6:30; on weekends, travel is also free.

The introduction of the board was accompanied by a scandal. The fact is that the proposal to introduce toll cars was put to a referendum, and the majority (52.5%) voted against. However, the referendum initiators unexpectedly decided to retroactively take into account only the opinion of Stockholm residents, who for the most part (53%) favored charging. As a result of the discussion that arose after such an ambiguous interpretation of the will of citizens, the supporters of the innovation nevertheless broke the opposition of the opponents. Today, the system collects about $ 170 million a year from motorists. Car traffic for the entire collection period was reduced by 20%.

Oslo

In 1990, Oslo has been charged a fare for each control frame. Today there are twenty collection points, but on March 1, 2019, an additional 53 points will start to operate under the Oslo Package 3. The payment system will also change. Now you need to fork out only at the entrance to the city, and exit is free. Starting in 2019, both directions will be paid, and electric car owners will also be charged.

You will have to pay 4.7 euros for the passage of the frame while driving a car, and travel at rush hour is an additional 1.1 euros. So, a resident of Oslo at rush hour will pay 5.8 euros for a single trip control frame.

For all that, in recent years, car traffic in Oslo has only grown. This is due, first of all, to privileges for owners of electric vehicles: previously they did not pay anything, now they pay at a low rate. In 2018, the share of electric vehicles in total sales of new cars in Norway amounted to 26%, but in Oslo it is noticeably higher - 38%. That is, residents of Oslo, instead of abandoning personal vehicles, simply change from gasoline cars to electric ones. Over the entire period of the system’s functioning, car traffic decreased by only 11%. Up to $ 300 million is charged annually from motorists.

What to expect in Moscow?

The Association of Entrepreneurs for the Development of Business Patriotism "Avanti" proposed to make paid entry not only to the center of Moscow, but generally to the Moscow Ring Road. For each entry into the zone from the Moscow Ring Road to the Third Transport Ring (TTK) - 50 rubles, for entry into the TTK and to the Garden Ring - 100 rubles, from the Garden Ring to the Boulevard - 200 rubles. Entrance to the Boulevard Ring should cost as much as 300 rubles.

It is easy to calculate that a motorist who enters Moscow from outside the Moscow Ring Road and drives a car to the center will pay 650 rubles. Some experts estimated the monthly additional expenses of Moscow motorists on average at 4000 rubles!

The revenues of private companies that will administer a system for charging Muscovites and guests of the capital as part of a public-private partnership can exceed 150 billion rubles ($ 2.3 billion) per year, which will make this system the largest in the world in terms of fees, and Entrepreneurs serving paid entry are honorary residents of the Forbes list.
