The need to attract a road user as a witness is attributed by the Administrative Regulation of the Ministry of Internal Affairs of the Russian Federation to carry out federal state supervision of compliance by road users with the requirements of the legislation of the Russian Federation in the field of road safety (approved by order of the Ministry of Internal Affairs of Russia dated August 23, 2017 No. 664) to the number of grounds for the traffic police to submit a request to stop the vehicle.
