In Soviet times, there was a joke about three paradoxes of the 20th century. Like, the Jews are fighting, the Germans are fighting for peace, and the Russians are fighting drunkenness … You can laugh - then it seemed ridiculous.
However, laughter can be different. For example, many legislative initiatives also cause laughter, albeit gloomy. The approach is known: if everyone doesn’t give a damn about the current law, then let's accept some other. And then another - suddenly lucky …

Rating of punishments for drunk driving (in Russia nothing yet)
Judge for yourself.
More recently, in 2015, criminal liability has spread in the methods of combating drunkenness while driving. Before that drunkard, a fine of 30 thousand rubles and deprivation of rights for one and a half to two years were shining. For repeated violation - a fine of 50 thousand and a deprivation of three years. But from July 1, 2015, the driver, deprived of his rights for the second drunken ride, could already get two years of imprisonment with deprivation of rights for three years. To whom it is interesting - look here.
What's bad about it? Only one thing - less than three years later, as it turned out: the idea did not work!
We read the explanatory note to the new draft federal law “On Amending Article 264.1 of the Criminal Code of the Russian Federation” and grab hold of our heads. It turns out that "from the beginning of the operation of Art. 264.1 of the Criminal Code (entered into force on July 1, 2015), there is a dynamics of growth in the number of acts under consideration.” In other words, it turns out that the grief article … spurred the growth of drunkenness! And in the same place: a similar "behavior of drivers due to the absence of a real threat of serious punishment." And if so, then you need to once again sober up the "drunk article." In particular, to increase the maximum terms of imprisonment and forced labor to four years, and the fine to half a million!
Sorry, but what were the previous numbers bad? Is two years of imprisonment such a ridiculous punishment that no one is afraid of him? No, of course, everything is much more commonplace. Drunkards are absolutely convinced that no one will put them anywhere! We read the same explanatory note: it turns out, "the punishment in the form of imprisonment for the commission of the crime in question is applied by the courts extremely rarely."

Sobriety test: all the nuances
Why? Sorry, I don’t know. Further in the explanatory note begins the bird's tongue - I am not able to understand it. For polyglots, I read: the motivation of drivers “to strictly observe traffic rules reduces the inability of the preliminary investigation bodies to select suspects (accused) of committing a crime under Article 264.1 of the Criminal Code, a preventive measure in the form of detention, since the maximum punishment for the act in question established in the form of imprisonment for up to two years.”
If someone understood something - share your knowledge. I understood one thing: today the judge either cannot or does not want to put the drunken man in jail. But with the adoption of the next change in the Criminal Code, the drunk, which the police hardly pull out of the steering wheel, will quickly find themselves on the other side of the bars.
