Although the inspection order has changed, it’s easier to buy a diagnostic card than before. Many car owners do not even come to the inspection point - make an appointment with the seller at the metro. And there are “paper” MOT operators: they “check” ten times more cars than the station’s bandwidth allows! In fact, about 80% of the cards issued by them are fakes, although according to the documents everything is clean.

The photo and video recording of the inspection process, as the ministry believes, will make it possible to exclude the issuance of diagnostic cards in the absence of the car itself: video recording makes it possible to track the entire process. And so that the operators do not formally, but really check the condition of the machine, the SAR will conduct control checks: according to the bill, inspectors will visit each operator every two years. If a complaint is received, the audit may be unscheduled. In case of violations, the company will be deprived of accreditation. So far, however, the controlling agency has not been determined: the Rostransnadzor or the traffic police.
And with the adoption of the amendments there is no clarity. The text of the document was sent to the State Duma. The Ministry of Economic Development expects that they will manage to accept it before the end of the year. If this happens, then after the New Year it will become impossible to buy a diagnostic card.

It is proposed to fine drivers who drive without a really passed inspection. For this, they plan to use complexes of automatic fixing of offenses. Information on passing inspection will be obtained from an automated system, where operators enter data on passed maintenance.
Now the penalty is provided only for taxi drivers, buses and trucks: from 500 to 800 rubles.
Unscrupulous and dishonest operators were also not forgotten. An employee of the vehicle inspection station will pay a fine of 80 thousand rubles for entering false information into the database. And for a fake diagnostic card - up to 500 thousand rubles.
The Law on Compulsory Motor Liability Insurance (OSAGO) will have the right of recourse claim: the insurance company will pay the victim money, but then will recover the same amount from the culprit if he drove a car that did not pass inspection.
These innovations should appear after the adoption of amendments to the inspection. So, in 2018 we are waiting for new “letters of happiness”.
Will there be any sense?
Otherwise, everything will remain as it was. The diagnostic card will continue to be issued for two years for cars (category B) from three to seven years of age and for a year for older people. Machines under three years of age do not require inspection.
