Raid on the new paid parking zone: thanks for the "care"
The pattern of new requisitions is always about the same. First, discussions about the common good, convenience, optimization, and security. Then the benefit will be added or not, no one really checks - and the requisitions remain forever.
This happens gradually, and therefore is not particularly striking, but the list of “types of payments” has grown significantly over the years. To usual taxes and compulsory motor third-party liability insurance added toll roads and parking lots (built and equipped with money from the budget), a fuel tax (when they promised that they would cancel the transport tax, but then changed their minds), excise tax on fuel (just like that). Along the way, fines for various violations grew and new ones appeared - in particular, for non-payment of paid parking and dangerous driving.
Security or business?
Penalty money is a good help for city and regional budgets. Authorities in the planning of income include the estimated amount of levies. For example, in the Krasnodar Territory, officials who formed the budget for 2017 expect that revenues from fines from the regional treasury will amount to 1.78 billion rubles. The capital’s scope in the capital is approved for this year, the income from fines in the amount of 21.6 billion rubles! Of course, they didn’t plan from the lantern - most likely, they will collect about this. In 2015, the transport tax brought the budget of Moscow 15.2 billion rubles, and the proceeds from fines and fees from paid parking lots - 15.73 billion rubles.
But the original meaning and purpose of fines is not to strengthen budgets, but to increase traffic safety, including through the development of the road network.
There is some progress. According to the statistics of the Moscow traffic police, from January to October 2016 in places where cameras for recording violations were working, the number of accidents with victims decreased by 23.7% (492 cases in the first ten months of 2016, 645 in the same period of 2015), and the number of accident victims is 38%. But if we analyze the locations of the cameras and the general approach to detecting violations, then there are doubts that the relevant structures and local authorities are taking care of security. The most recent example is the launch of the Pit-Stop system in Moscow: the money has been spent, and the result will most likely be close to zero.

A fine machine can be obtained today by turning in the wrong direction, driving along the side of the road and lanes allocated for public transport, and even by leaving the stop line at intersections. All these violations are related to the organization of the movement; they have little effect on safety.
The number of violations entering the camera lens increases in proportion to the number of cameras. Putting them is much simpler and cheaper than building normal interchanges. And why build? At convenient interchanges, it will not be possible to fine drivers on such a scale - everyone will pass quickly and in their lanes, and not along the sidelines.
In general, officials very peculiarly solve the security problem. And the State Duma with frightening regularity is considering proposals to increase fines for various violations.

Both capitals are zones of either a special order, or a special mess, so special measures are needed?
The mess is always the same. And the order, like the freshness of the fish, cannot be two or three varieties. This is a certain standard - apparently, unattainable. How to explain that in one city non-compliance with the requirements prescribed by the marking will cost the violator one and a half thousand rubles, and in another - three thousand? Moreover, such discord was born not by orders of municipalities, but by federal law!
