Due to the high cost and in the absence of a developed charging infrastructure, electric cars in Russia have always been a piece of goods, and with the abolition of zero duties, their sales can even come to naught. Recall, in order to stimulate demand for green cars and develop the infrastructure for their maintenance, in February 2014 a preferential tariff was introduced for electric cars, which was valid until the end of 2015. It was planned to extend duty-free import of electric cars for another year, but this has not yet happened, although a corresponding resolution was prepared by the Russian government at the end of last year. The fact is that it can come into force only after approval by the Eurasian Economic Commission, because customs rates apply not only to our country, but to the entire economic space of the Eurasian Union.

According to Za Rulem. RF, Assistant Minister of Economic Development Elena Lashkina, the issue of extending zero rates for electric cars is under consideration by the EEC, where additional consultations are currently being held on this issue. “The purpose of the measure is to create conditions to ensure demand for electric cars in Russia and the EAEU, to move from single to mass sales, to create a market, to stimulate the use of environmentally friendly vehicles, and to develop charging infrastructure facilities,” she said. According to the Ministry of Economic Development, for the formation of the necessary fleet of electric vehicles, the operation of which would provide a tangible environmental effect on the scale of urban agglomerations, the extension of customs benefits is advisable for subsequent periods of up to 5 years.

Meanwhile, from the beginning of the year, electric cars can be imported into Russia only at customs rates of 19%, which in fact reduced their supply to zero. According to one of Tesla's unofficial dealers, some customers refuse their orders when they find out that because of the need to pay a 19 percent duty, an electric car will cost them significantly more. According to market participants, the Ministry of Finance opposed the extension of duty-free import of electric vehicles, wanting to provide additional revenue to the budget. However, this led to the opposite effect - with the abolition of zero rates, the import of electric cars actually stopped, depriving the state of other taxes on their sales.
