OSAGO loss ratio exceeded 100%

It was urgent to do something, and all the companies together sang about the loss of compulsory motor liability insurance and the need to increase base rates, which have not changed for more than ten years. The main arguments: legislative increase in payments up to 400 thousand rubles in general order and up to 50 thousand in the case of the application of the Euro Protocol is an overwhelming burden.

The Central Bank agreed with these arguments and on October 11, 2014 announced the new basic CTP rates. Unlike the previous one, today's tariff is floating: insurance companies were given the right to choose what amount to use in calculating the cost of the policy. The minimum “base” is 2440, the maximum is 2574 rubles.

Previously, the base rate was 1980 rubles (for individuals - owners of cars). Under the new rules, the insurance company, after calculating an acceptable base amount for itself, notifies the Central Bank of the Russian Federation about this and starts selling policies. Experts, including experts from the Central Bank and RSA (Russian Union of Auto Insurers), assured us that the plug that appeared in the base tariff would aggravate competition in the market. In fact, most companies simply sell policies at the maximum price.

In one of the insurance offices, they whispered in my ear that most insurers conspired to sell insurance policies as expensive as possible. But still managed to find a company with a minimum base rate. Ingosstrakh, apparently, did not participate in the conspiracy - it calculates policies at the lowest rate.

But this is in Moscow. In the regions there is no talk of competition - often in the nearest district only a couple of insurers work, which means that he washes his hand. Therefore, car owners there have long been accustomed to the CTP policy with a load in the form of life insurance and quietly endure it. Get used to the rise in price.

In some regions, the policy in recent months could not be bought at all. The excuses are different: someone didn’t have any forms, and other companies demanded to submit the car for inspection before concluding a contract - despite the fact that the next inspection by a technical specialist could take place no earlier than in a month. “The right person is on vacation, and we do not have other employees of this qualification …” The real reason for this behavior was obvious - they were waiting for new tariffs. Judge for yourself: from October 1, they increased the maximum amount of payments for iron to 400 thousand rubles (the previous limit was 120 thousand), and the opportunity to sell a policy more expensive appeared only on October 11. Here are the insurers and slowed down sales - I want to rip a little more from the client!

By the way, the PCA knew about all these cases. And they even released a special circular in which they strictly forbade motorists to refuse without good reason. The reasons for the failure identified only four (see. Scheme).

How to deal with arbitrariness?

So what? In the regions, the situation has not changed! As before, they demand to submit the car for inspection - still with vague obligations on time. If by some miracle it was possible to inspect the car, then there are problems with communication … But the solution, they say, is always there. Do not want to wait? Take a policy with a load!

Recommendation - contact the insurance company with a statement about the conclusion of the next contract in advance, two to three months before the expiration of the policy. According to the head of the Office of the Federal Antimonopoly Service for the Chelyabinsk Region, Anna Kozlova, in their region the largest insurance companies carried out concerted actions leading to unreasonable refusals to conclude OSAGO agreements and impose voluntary insurance services. In such cases, please submit a written application to the regional division of the antimonopoly service. As practice shows, the imposed fines sober up dishonest insurers.

The most annoying thing is that even after increasing the maximum payments and tariffs, we will receive the same real money on hand. Over the ten years of the existence of OSAGO, the average insurance claim payment varied between 20-30 thousand rubles. It is unlikely that the situation will change now. The country still does not have uniform standards for determining the cost of repairing a broken car.
