By law, transportation of a car with a person inside is prohibited, and if the car owner managed to return before his “iron horse” went to the parking lot, the vehicle must be returned. In fact, this is difficult to achieve.
The fact is that evacuators have a tacit daily rate of three to four cars, so giving the car back to the owner in time is not in their interests. Such a serious punishment should discourage drivers from fighting tow trucks. But while the city authorities are tightening measures, Muscovites are coming up with new ways to prevent evacuation. So, on the Internet they began to actively sell "anti-tow trucks" - designs in the form of a square aluminum or steel shield with a lock that lock the wheel, preventing the tow truck from grabbing it. Such a blocker costs only 4000 rubles. The electronic “anti-tow truck” - a device equipped with a motion sensor that will send you an SMS message that your car has started to move so that you arrive in time before the tow truck takes it - will cost twice as much.

To understand in contentious situations, all tow trucks will be equipped with video recorders. They will exclude the possibility of tricks on the part of AMPP employees, but at the same time they will make it possible to severely punish everyone who tries to prevent the tow truck from fulfilling its mission. The State Duma Committee on Transport is now just preparing amendments to the Code of Administrative Offenses of the Russian Federation, envisaging enormous fines for any kind of interference - “tow trucks” and even ordinary chains with which some motorists rivet their cars to fences will fall here.
At the same time, other deputies, on the contrary, intend to fight arbitrariness under the name of “paid evacuation”. In November, the State Duma will have to consider two such bills at once. The Fair Russia party has prepared a radical project proposing to completely abolish the forced evacuation. The LDPR bill provides for the evacuation of a car only if it seriously interferes with the movement of pedestrians or vehicles. The only question now is whether United Russia will support the initiatives of lawmakers, because without its votes the laws will not pass.
