Chief Executive Officer of Mitsubishi Motors Corporation Russia and concurrently chairman of the subcommittee on strategic innovations in the automotive sector of the Russian Chamber of Commerce and Industry Andrei Pankov, responding to the question “Behind the wheel of the Russian Federation”, said that the further prospects of this zeroing depend on how things go.

However, the head of the BMW brand in Russia, Wolfgang Schlimme, who was sitting at the round table, assured everyone that the development of eco-mobility in our country does not depend on state support or infrastructure. “We must convince Russians of the attractiveness and mobility of electric vehicles. Price BMW i3 in Germany is 35 thousand euros. It must be competitive so that the product is not stillborn. We must be sure that customers trust us: not only conclude sales agreements with them, but also provide further technical support for the machines sold. That is, customers should have confidence in their future. We cannot start electric mobility depending on state subsidies,”Mr. Schlimme emphasized.

“We still have to convince people”

His colleague, vice president of strategic planning and partnerships in the Eurasia region of Renault, Nicolas Remiz, seemed to know much more about the affordable electric cars. According to him, the French went in due time in two directions during development: the adaptation of classic cars and the release of purely electric models. Nevertheless, the need for the availability of infrastructure is one of the fundamental principles in the development of this direction. “In Moscow, for example, in most parking places, electrical outlets are simply not available. We know that the average runs of our potential customers are comparable to the capabilities of modern electric cars, but we still need to convince people that these electric cars are useful for everyone and economically feasible,”said Nicolas Remiz.

By the way, his company previously brought immediately three of its cars on batteries to study demand in the Russian Federation, but did not dare to import officially. So, the Kia Soul EV presented at the current car show in Moscow will not appear in the dealerships of the Korean brand - it is also just a marketing research.

“The car is pretty expensive.”

There are no prospects in our segment without support measures,”the expert concluded.

Here everyone turned their eyes to Oleg Pluzhnikov, Deputy Director of the Department of State Regulation of Tariffs, Infrastructure Reforms and Energy Efficiency of the Ministry of Economic Development. He reported that his department began to study this problem six months ago. An electric transport development plan was developed, approved by Deputy Prime Minister Arkady Dvorkovich. 14 ministries and departments, as well as VEB and Rusnano, are involved in its implementation. “Electric cars must have a future: in some cities we are 75–80% obligated to pollution by cars,” Pluzhnikov stated with regret. But, in his words, before helping electric transport, you need to determine the very concept of “electric transport”, since the definition of the Customs Union is not accurate enough. Of the real support measures, according to the developed plan, it is worth noting the proposal to further reduce the price of electric and hybrid vehicles (tax and customs incentives). Moreover, if tax concessions can be delayed until the end of next year, then customs will see progress at the beginning of next year.

“Everyone goes their own way”

Rosseti also intends to contribute to the increase in sales of electric cars in Russia. According to Roman Berdnikov, First Deputy General Director for Technical Policy of the company, power engineers look at this issue from two sides: as the largest customers of electric vehicles (we are talking about 15 “daughters” of “Rosseti” throughout the country) and as infrastructure contractors. “Over the past two years, we bought a batch of electric vehicles in the metropolitan area and installed 28 charging stations. Networks are currently being tested in the regions. Nevertheless, we are faced with reluctance on the part of manufacturers to participate in the development of standards for charging stations - everyone goes their own way. There is no feedback from the regional authorities. So far, only Moscow and Yaroslavl regions are cooperating with us,”Berdnikov complained.
