If someone forgot, then in the 1990s, the courts were in real horror while hearing traffic cases. In the traffic police in the group of analysis of the opponents, the blood boiled to such a degree that the last hair was pulled out from the enemy, not embarrassed by traffic cops. I saw it myself. This area of life urgently needed a solution to the problem.

MTPL did not fall from the sky, and the insurers had some experience with this service. In the early 2000s, they were actively selling their voluntary auto insurance policies. They were reluctant to buy them, mainly in addition to hull insurance. To make it easier for a person to swallow this unknown service, the agent still had to sweat. At least explain what responsibility to third parties is and why it should be insured.

To convince themselves, additional bonuses went in the form of a round-the-clock tow truck, some even offered emergency assistance on the road in the form of their own security service, which “settled” the conflict with car coasters. In general, the culture for such a proposal has not yet developed, and the service was difficult. Nevertheless, insurers did not consider it shameful for themselves to lure the client in every way, unlike in modern times.

And then, as if the heavenly manna fell, the government of Mikhail Kasyanov gives insurance companies a present in the form of compulsory motor liability insurance!

But this is far from a gift. In an ideal picture of the world, it was supposed to be a program that would perform social functions. Regulatory acts stipulate in advance the size of profitability for this type of insurance - 20% of the amount paid under the CTP insurance agreement. Deductions to the reserve of guarantees and compensation payments - 2% and 1%, respectively. And the remaining 77% of the funds received (the so-called net premium) should have been used to form a fund for payments for road accidents. Again, if you look at the idealistic picture from each average policy in Moscow (3564 rubles), the insurer's margin is 713 rubles, of which he gives a maximum of half (5 to 10% of the insurance premium) to his agent. It seems to be a little money. But we must not forget that this is a mandatory service, and customers, not wanting to have problems with the traffic police on the road, flow to the insurers.

In Europe, this business, although it is not considered a tidbit, but allows insurance companies to expand their portfolio through cross-sales, the same hull, for example. However, in Russia, insurers thought otherwise. The money that they received to form a reserve fund for future payments (those crazy 77%), minus the payments themselves, went into the category of excess profit. In what commodity-raw form those funds were transformed, one can no longer recognize. Along the way, hundreds of one-day companies came and left the market, taking the money of motorists. Neither law enforcement agencies, nor the responsible regulator (Rosstrakhnadzor), or the professional association (Russian Union of Auto Insurers) could save us from them. How many people and for what concerns received a salary?

But the most outrageous, in the language of the modern Russian establishment, is that no one asked for it from them. And now, insurers have “pushed” the Ministry of Finance and the government, and tariffs will be substantially increased, there is no doubt about that.

This is an increase of 25–75%, but so far there is no exact data. Insurers stress that tariffs have not increased since 2003. Say, inflation and exchange rate fluctuations have long made this type of business unprofitable and unprofitable. I immediately want to note that all this time the insurers were silent about the fact that they earned on insurance premiums much more than they paid in total for accidents to customers. At the same time, in some regions where, according to their assurances, the loss ratio was high, tariffs rose. But why didn’t they ask the government to adjust tariffs in break-even regions so that citizens do not overpay?
