Vyacheslav Lysakov, first deputy chairman of the State Duma committee on state building, agrees with the lawyer: “Absurd situations arise: for example, regional authorities announce a tender for the supply of cameras, and in the conditions they state that each complex should be able to“work out “at least 2 million receipts. Giant amounts of future fines are laid down in advance in the regional budget. Officials begin to think not about traffic safety, but about how to “untwist” drivers for fines. This discredits not only the video recording, but the power itself.”

The fall in confidence in the video recording system, which was previously perceived by drivers as absolutely objective and even anti-corruption, is a dangerous trend. After all, according to the report, almost half of all fines in Russia are issued automatically. According to experts, one of the reasons for this situation is the lack of GOSTs or legal acts regulating the use of cameras. “Today, everything has been left to the regional authorities,” said Anatoly Kucherena. - There are no intelligible algorithms for arranging cameras, controlling them. This is exactly what we have to develop before the report is sent to the president.”

“In Moscow, the temptation is especially great for the authorities”

The use of a video recording system as a tacit additional tax for motorists cannot be called an exclusively regional problem. According to Vyacheslav Lysakov, a risky situation is developing in both Russian capitals, as the traffic police transfers part of its functions to the city authorities. This leads to the fact that in the hands of city hall officials are both control over the organization of traffic and the power to punish motorists.

However, even without the malicious intent of the authorities in the city, where 95% of the fines are sent in the form of “letters of happiness”, errors of the electronic system are inevitable. According to the lawyer, chairman of the Moscow Regional Committee for the Protection of Automobile Rights, Alexei Dozorov, most often Muscovites get "from" the Parkon system, which controls paid parking areas. And canceling falsely written fines is not easy.
