The current version of the law "On Road Safety" has broken all records. More than two years have passed between the first and second readings, and less than two weeks between the second reading and the signature of the president.
New categories and subcategories of rights have appeared - this time. It is forbidden to self-training drivers - two. You can study and take exams in a car with a gun - three. But for the new law to work, it is necessary to adopt several most important by-laws. For example, the new licensing rules for driving schools, because they should now work in the changed conditions. I'm not talking about the rules for taking exams and the curriculum.
I am writing this text when less than a month remains before the law enters into force. But there are still no training programs (and these are fundamental acts) and it is not even known who will develop them. It seems to be the Ministry of Transport, but he is trying to transfer it to the Ministry of Education or the Ministry of Internal Affairs. But there is a draft rules for examinations. But what!
The main “know-how” of the project is that candidates will have to pass exams three times. And study in two stages. First, the student takes a theoretical course and practice on the site and takes an internal exam in these subjects at school. The traffic police believe that in this way he will get "initial driving skills." Then these two exams are repeated in the traffic police.
Only in case of their successful passing the candidate is allowed to study in real road conditions. And again - first an internal exam at a driving school, then another at the traffic police. Finally, having successfully passed the latter, the graduate will receive rights. Moreover, the number of attempts to pass the theory and the "site" is not limited (only a break of seven days is established between them), but only three visits were made to take the exam in the city.
It has already been calculated: if the new system is introduced, the training course will last up to six months and will cost the applicant for a driver’s license much more. And yet, you have to pay for each exam - in that it will be so, I have no doubt: what an income! The risk of corruption also increases: the more complicated the process of obtaining rights, the more temptation to circumvent this procedure …

And here's what I don’t understand. By what forces are traffic cops going to take exams from beginners? Now it’s the turn in many regions of the country, and here the number of exams will increase. And this fall, foreign drivers (several million people) have been obliged to take on Russian rights; those who have been deprived of their rights for traffic violations (another million a year) are also sent for retake. No MREO can cope with such an influx. Do you think the quality of the reception will improve if, instead of ten candidates a day, an officer examines fifty?
