Experts say: the nature of the road construction business is such that if there are contracts and they are provided with finances, teams, management, and even companies with a full range of work will emerge, just call.
But in fact? In 2012, almost 130 km of accesses to rural settlements remained un commissioned - half of the planned volume. They are not laid to this day. Moreover, this plan is not so intense for a huge country. The reason is not a shortage of money: the amount of unused subsidies amounted to 12.5 billion rubles.
The lack of billions should not be. Everyone remembers that after the crisis (while it lasted, funds from the state budget for construction were cut to the limit) in 2011, regional road funds were re-established. Everyone also knows that they receive revenues from excise taxes on motor fuel and transport tax. And here is what was not particularly advertised: the principle of replenishment of funds “does not fully comply” with the general principles of the Budget Code of the Russian Federation. No other industry has received such a preference. But the task of exceptional social importance is to develop the regions and raise the level of transport provision for residents, mainly those deprived of rural life in this regard.
The financial result was achieved: within a year, the ability of the regions to finance their own road facilities increased (pay attention to the order of values - not percent) by 1.7 times, and without taking into account the funds of Moscow and St. Petersburg - 2.1 times. In 29 constituent entities of the Russian Federation (almost a third of all) - three or more times. This year - by another 12%. Even this is not the limit of possibilities - the regions can also count on subsidies from the state treasury: 148 billion rubles have been allocated for this and last years. For the first half of the year alone, regional budgets could receive about 48 billion rubles …
