In the last summer months, “sleepy” traffic accidents continue to occur frighteningly often throughout the country.
In the afternoon of July 24, at the 382nd km of the Oryol - Tambov highway, a heavy-duty MAN with a trailer drove into the oncoming lane and crashed into a road roller at full speed. The reason is that the driver fell asleep. The rink driver, a 35-year-old man, died on the spot.

This is discussed in the draft order “On approval of the procedure for equipping vehicles with tachographs”. Attraction of unprecedented generosity! After all, initially the Ministry of Transport forced everyone to meet by April 1, 2013. The media interpret: the ministry thereby signed in its own impotence. However, the reproach loses its sharpness when you read that "officials agreed to a postponement after it turned out that tachographs with the declared characteristics were not produced in Russia."

The quote is “moved” in time, therefore - not the truth. Lysakov said so when snow was still falling in Irkutsk, and since then, when streams flowed in the city, on the Rosavtotrans website there is a schedule for installing devices. As for the long-suffering Angara region, then, as our editorial staff found out, in Irkutsk there are four “tachographic” organizations certified by Rosavtotrans.

But he added: the Ministry of Transport is inconsistent - it established a “control time”, in which many would not have met, now has extended the deadlines beyond measure. It turns out that this is not so urgent and important? So the carriers decided: you can wait, and there, you see, everything will resolve … You need to set the equipment schedule more stressful, but, of course, with realistic deadlines.

The published draft amendments (see below) are just a draft, so timing adjustments are still possible. It is unlikely that anyone will protest against some of their tightening, since the Ministry of Transport has managed to convince many, even driver unions, that tachographs are worth a lot: they are able to prevent casualties during transportation, especially passenger, to achieve greater order in the industry … And it is useful to establish a systematic release in the media reliable information - thereby killing the "duck."

The draft order of the Ministry of Transport “On approval of the procedure for equipping vehicles with tachographs” indicates the following deadlines:
- until April 1, 2014 - buses; cars carrying dangerous goods; trucks with a maximum authorized weight of more than 15 tons;
- until September 1, 2014 - trucks with a maximum authorized weight of 12 tons and not used for the transport of dangerous goods;
- until April 1, 2015 - trucks with a permitted weight of 3.5 to 12 tons;
- until January 1, 2016 - vehicles that do not have access to international traffic or are equipped with means of monitoring the regime of work and rest (these funds must comply with EU standards); Vehicles equipped with control devices until January 1, 2014.
