Russian experts have suggested that the global automotive community equip cars with emergency response systems in case of accidents. The countries of the Geneva Agreement on improving the safety of vehicles have supported the initiative. Russian experts have suggested that the global automotive community equip cars with emergency response systems in case of accidents. The countries of the Geneva Agreement on improving the safety of vehicles have supported the initiative.

At the recently concluded session of the countries of the Agreement, held under the auspices of the United Nations Economic Commission for Europe, the representative of the Russian Federation Denis Zagarin, the head of the NAMI Research Center (Dmitrovsky Proving Ground), was charged with leading the working group for the preparation of standards.

Denis Zagarin gave explanations to the readers “At the wheel. RF”, which will give the implementation of the project.

- I’ll pay attention right away: everything that the project implies will gain the status of a legal act binding on universal implementation. Corresponding requirements have been developed, which will be included in the national Technical Regulation on the safety of wheeled vehicles (all vehicles are known to be certified for them). They will soon become mandatory in the countries of the Customs Union.

On October 1, 2014, the obligation to equip emergency response vehicles with new, first-certification vehicles that transport dangerous goods and passengers will come into force in the Russian Federation. And from the beginning of 2017, not only they should be equipped with such systems, but also, without exception, all machines that are put into circulation on the Russian market.

The principle of operation is obvious. From the scene of an accident, a signal is sent to the system operator. To exclude a false alarm, he makes a test call and, having received confirmation of the fact of the incident, sends an emergency crew to the place. Response groups should be distributed so that everyone can comply with the "golden hour rule" - in severe accidents, most often, only in an hour you can manage to save a life.

We plan to create two system generations, continued Denis Zagarin, with manual and automatic response. In the second case, it will be necessary to solve a difficult engineering problem: to find a "workplace" for the device. It is not necessary to place it in the bumpers - you can raise the alarm only after touching an obstacle. If the floor of the car, then in what place? At its various points, the strain rate and the nature of the crushing are different. Moreover, AvtoVAZ experts proved that in different car models the “alarm” points should be located in different places … Setting up a passive safety system is a delicate matter, it cannot be unified … Another option is to “link” SOS sensors to airbag sensors security. In a word, there is a search.

“But both manufacturers and carriers will doubt it: are emergency response devices necessary?” And why do we need to initiate such innovations, if a more advanced foreign country does not offer anything like this … The motive of "lack of understanding" is transparent - the equipment makes the car more expensive

- Just as everyone “doubted” when the introduction of ABS and other security systems was going on, and now they are included in the basic configurations of machines. Other manufacturers believe that for the same money it is better to turn the car into a sweetie - work with its design, install an advanced multimedia system … As for our consumers, there is a joke about their exactingness: a “Russian package” when buying a foreign car - a leather interior and xenon headlights. But they don’t ask if the airbags are intact, if the seat belt is not broken, if the body is deformed after the accident …

Russians value their own life and health low. And not only your own. It surprises me, to put it mildly, when I see a woman driving, and her child is standing between the back seats, or even sitting on her knees … In all cases relating to human security, I am a supporter of the toughest measures. In fact, if another car crashes into the car of such a mother and a terrible thing happens to the baby, the driver of that car will be convicted most strictly. But even if he is an inveterate violator and was drunk in the insole, the criminally careless mother should also be punished for not having bothered to put the child in the child seat, at least fasten it with a belt. This nonchalance is called "complicity in causing damage to a person in a knowingly helpless state." For this, it's time to punish. But we, alas, do not have such a law enforcement practice.

Therefore, the state is forced to perform the functions of the highest finger - so that everyone is alive and well. And NAMI scientists will remain part of the system for preventing accidents and disasters on the roads, no matter how they resist it.

For Russia, the emergency response system is highly relevant. But it is not so relevant for most countries of the Geneva Agreement, where the statistics of victims in road accidents are much better. Nevertheless, they accepted her …

- We could legitimize the standard in Russia and limit ourselves to that. This happened when they introduced the standards of handling, stability, gas contamination, fogging and icing … But these purely internal standards were influenced by the national operating characteristics or our climatic features. Here the situation is different: the security system of no country is perfect. And then, our proposal continues the tradition of good cooperation with foreign colleagues in line with the policy of international activity of the Russian Federation in the field of technical regulation.

However, the issue is not only in politics. Technical regulation rules should be harmonized for purely practical reasons - in order to facilitate the passage of interstate technical barriers to those who work in the real sector of the economy. Importers and manufacturers understand better than others how important this is.

To what was said in the interview - the news of recent days. The federal network operator NP GLONASS informed our editorial staff that within the framework of the ERA-GLONASS project, 62 regions of the Russian Federation are preparing to connect the infrastructure of the emergency response system in addition to the eighteen previously connected. By the end of 2013, the system will cover the entire territory of the Russian Federation. Thus, the NAMI initiative continues to be translated into reality. The next step to creating an international service is for foreign countries.
