What is innovation in road construction? This is a change of equipment and technology over time to increase the durability, quality and safety of roads. However, the state has not created the conditions for introducing innovations. And the most important obstacle is the legislative one. Federal Law No. 94 determines the choice of a contractor for construction by auction - whoever has lower cost wins. This does not contribute to the introduction of any new technologies, because the work is not the best, but those who name the lowest price. After all, any innovations that increase durability and quality are, by definition, not cheap, and manufacturers have no incentive to implement them.
From the point of view of the profitability of using innovations, the output could be life-cycle contracts for five or seven years, so that builders set quality indicators at the very beginning, and then within a few years would not return to the road. But the law prohibits such contracts. Moreover, sometimes some contractors begin construction and others finish it in a year. The main innovation is organizational, you need to interest the business in maximizing profits throughout the life cycle.

The second reason for the lack of implementation of modern technologies in modern road construction is the non-financing of science. Research institutes should be engaged in this, and there are almost none now, and they are late with development for decades. Now neither business nor the state is engaged in innovation. Mostly innovations are either foreign developments or forgotten studies of the 60s. For example, in the USA, 3% of the budget is spent on science for the construction and maintenance of roads, while in our country it is 0.02. And even a triple increase in funding in absolute terms is nothing.
Federal Law No. 94-F3 of 2005 “On Placing Orders for the Supply of Goods, Execution of Work, and the Provision of Services for State or Municipal Needs” does not give rise to innovation. When choosing a contractor, the quality criterion is not included in the determining factor for winning the tender. The main thing is cheaper. In addition, we have very outdated standards. In Germany, the thickness of the top layer of the coating should be 22 cm, with us 8 (!) Is allowed. In the USA, roads are built on concrete with a thickness of 70 cm, and in our country, on sand and gravel. Moreover, in Russia, according to statistics, the period between overhauls of federal roads is 11 years, and of territorial ones - as much as 70 years !!!

Alas, the state (so far) does not take responsibility for what roads are and what will be. At a government meeting on road construction held earlier this year, it was explicitly stated that no money would be allocated to science. And also in the country, programs for the construction of toll (read - new and modern) highways are stalled. Old routes built during the Soviet era using technologies and loads of that time are being destroyed, and new facilities are practically not commissioned. And even federal roads under construction are decades behind the world standard.
