But a clever seller can apply to the traffic police about the loss of a document and get a duplicate. The fact that the car is pledged is known in the bank, in the insurance company and, of course, the owner himself knows, but the traffic police do not have such information.
By the way, if it is not the owner who is selling, but someone by proxy, there is a reason to contact the real owner, it is even better to meet in person. It is possible, he does not know that his car suddenly decided to sell.
In the contract, be sure to indicate the real value of the purchase. Remember: when it comes to legal disputes, it will be very difficult to prove that you bought the car for exactly a million, and not for 100 thousand rubles, specified in the contract.
