This information is entered by the inspector of GAI.

Traffic police are involved in the design (if the amount of damage exceeds 1000 euros). Is there a culprit and he does not dispute the violation of traffic rules? The law enforcement officer decides what penalty to award, enters this information into the protocol. If the accident participants do not admit their guilt, then the policeman simply draws up a protocol (an analogue of our accident certificate). This ends the police work. Then the victim turns to a lawyer; he submits an application to the court, where the culprit is established. Then he calls an independent expert who works with insurance companies (data on licensed experts can be obtained everywhere - in the police, in any insurance company, even in a car service), he inspects the car, makes a calculation of the cost of repairs, contacts the insurer of the culprit, negotiates with him about providing another car of the same class for the time of repair (in Germany this is a prerequisite!) … The car is taken in a rental office, the rent is paid by the culprit insurance company.

Our policy cost depends on engine power, region of residence, use of the car and driver experience. There is a basic rate - 1980 rubles, which is multiplied by various factors. The author (almost 20 years of experience, there were no accidents, a car with an engine of 105 hp) pays 5, 000 rubles. The maximum amount of payment for a damaged car ("for iron") is 120, 000 rubles, for the "health" of victims - up to 160 thousand. The expert determines the cost of repair, taking into account the wear of spare parts. There is no single calculation method. Experts are guided by the average cost of a standard hour in their region and the average cost of spare parts. As a result, the amount paid by the insurance company is sometimes half as much as the real costs. There are 30 days to pay insurance. As a rule, insurance companies pay money exactly at this time or with a slight delay.
Germany
Insurance companies determine the cost of the policy on their own. There is no minimum base rate; the market dictates the price of the policy. On average, a trouble-free driver with experience of more than 3 years, owning a class B or C car, pays for compulsory motor liability insurance up to 1000 euros per year. I would pay annually (with the same car) 210-300 euros (9000-12, 000 rubles) there. Moreover, the maximum payments for damaged property and cars are not limited and can reach one million euros, “for health” - up to 10 million ! Experts calculate the cost of repairs with the help of special programs (Audatex, EurotaxGlass, DAT, etc.), which use the prices of spare parts agreed with the automakers - therefore, victims usually do not have repair problems.
This is what is called a theory. In order to understand how the cost of OSAGO repair differs in practice in Germany and in Russia, we asked experts to calculate how much it would cost to repair a particular car. For example, the “Nissan Tiida” as a result of an accident received a serious blow to the side, the replacement of the front door, other work is required. So what amount can a victim expect?
According to domestic experts, replacing the door and minor repairs (straightening and painting the wing, the work of an electrician) will cost 48, 000 rubles. Will this money be enough? I doubt it. Only a bare unpainted door in Moscow costs 12, 000 rubles!
But a German expert (AutoExpert Bureau, Vladimir Bernhardt company) estimated the restoration of the same car at 5, 000 euros, or 200, 000 rubles. The difference is significant! And do not forget that a German resident can count on a rental car for the duration of the repair.
