Car
The rules require you to have a driver’s license or a temporary permit of the required category, registration documents for a car, OSAGO insurance policy (paragraph 2.1.1 of the SDA). There is no need to carry an inspection ticket (diagnostic card) with you. Confirmation of serviceability of the car will be needed only at the conclusion of the MTPL agreement. Therefore, the requirement of the inspector to present the TRP ticket is illegal!
The driver’s license has a limited validity period and must be replaced every 10 years - watch the date of issue. Expired rights are not legally binding. The driver who drives the car must be included in the insurance policy. Or insurance should be without restriction of admission. If the driver is not indicated in the insurance policy, he faces a fine of 300 rubles (Code of Administrative Offenses of the Russian Federation, art. 12.37, part 1). But the most unpleasant thing is that they will remove the registration marks and prohibit the operation of the machine. There is a day to solve the problem; pick up the numbers can be the owner of the car or another person entered into the policy. If the owner of the car or the passenger inscribed in the CTP insurance policy is nearby, then they will not be able to remove the numbers: in this case, the fines should give way to the passenger with the insurance policy.

The border
Many questions are caused by the documents for the car, necessary at the border. International travel is governed by the Vienna Convention on Road Traffic of November 8, 1968. It establishes that a national driving license (art. 41) and a registration certificate (art. 35) are sufficient. Mandatory insurance is also required - the so-called green card. This is an analogue of our CTP policy, valid on the territory of foreign countries. Neither a inspection ticket, nor a diagnostic card, is needed.
At the border (we are talking about our customs officers), drivers are required to have a notarized power of attorney, which would necessarily read: “With the right to go abroad” (if the car is not driven by the owner). And sometimes they ask for directions to cars belonging to organizations. However, there are no such requirements in the current normative acts (the Customs Code of the Russian Federation, the law “On the procedure for leaving the Russian Federation and entering the Russian Federation”)!
The rule to have a waybill applies only to drivers of vehicles owned by organizations and individual entrepreneurs engaged in the transport of goods and passengers. But if clarification of relations with the border and customs services of the Russian Federation is not included in your plans, it is worth pre-issuing a power of attorney with a notary.
