Over 12 months, 203, 597 road accidents with injuries occurred on Russian roads - this is 1.9% more than in the same period in 2011. Last year, 27, 953 people fell victim to car accidents (almost as many as a year earlier); 258 618 people (+ 2.7%) were injured.
According to tradition, most often the protocol indicates one reason: “non-observance of the Rules by the driver” (as an option - “the driver lost control”). Therefore, there is a figure: 87.2% of accidents were caused by drivers. But no one analyzes at what age they most often get into accidents, what is their experience, what is the nature of the accident. But this is important!
It is curious that in recent years the share of accidents involving drivers while intoxicated has not changed: about 7%. And this is a very crafty point! Pay attention to the wording: "An accident involving …". That is, the culprit of the accident may be a completely sober driver, and the second participant - someone who caused the arrow of the breathalyzer to deviate, say, to 0.1 ppm. In different regions, the percentage of such accidents varies greatly: from 1.2% in St. Petersburg to 14.9% in the Arkhangelsk region. Does it follow that the Arkhangelogorsk residents drink from morning to night, and the citizens of Petersburg have entered into sobriety?
Or here is a fact: almost every fourth accident is due to the unsatisfactory condition of roads and streets. This was motivated by 42.8 thousand traffic accidents (+ 1.1%), in which 6950 people died (+ 1.8%) and 54.5 thousand were injured (+ 2.3%). Three times more than the fault of “ppm” drivers! Nevertheless, the deputies do not even propose, for example, to introduce criminal penalties for road workers who removed the old asphalt, but “forgot” to put the new one, and on power engineers who save on street lighting.
In a word, based on the statistics published on the website of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia, it is impossible to understand why accident rate and mortality are increasing on the roads of the Russian Federation. It is clear, however, that the growth of the car park has nothing to do with it. In Europe with its motorization level over eight years, road deaths, for example, decreased by 40%, in Russia - by 19%. At the same time, the number of accidents “according to NDU” is steadily increasing (due to unsatisfactory road conditions). But righteous anger is directed only at drunk drivers.
Last year, the five-year federal targeted program (FTP) for improving road safety was completed. A total of 48 billion rubles were spent. Thanks to this program, they promised to reduce the number of deaths on the roads to 23 thousand people a year. It didn’t work out - there were 5 thousand more victims. I would like to understand why the proposed measures did not work. Why in Europe for every one thousand accidents there are 26 dead, and for us - 137?
