The decision was made by Viktor Yushin, an employee of the road department, and Gennady Ostapov, commander of the traffic police battalion: to stop all heavy trucks in front of lifts on the side of the road so that road equipment could drive to problem areas. Decent snowfall again visited the Tver region, although not as intense as in December. One of the reasons for the memorable 200-kilometer congestion was called an understaffing at the Tver contractor, who was obliged to maintain the “operability” of the route, working equipment.

“After those events, the contractor bought two dozen modern road cars,” said Igor Astakhov, “now there are enough forces.” Since the new year, we have half-updated contractors serving federal highways. Of course, tenders were held with a critical view of their capabilities.

But the question remains open: will the negligent heavy truck drivers who have not prepared the cars for winter transport continue to stop traffic on the tracks? The head of the Federal Road Agency, Roman Starovoit, said that the Ministry of Transport is making the latest revision of the draft law on amendments to the SDA and related legislative acts that will establish the “armament” regulations for cars for driving in winter time.
