First of all, we are talking about the upcoming global tightening in relation to drivers: from fines of 50 thousand rubles. before the introduction of the point system. So far, most of the repressive measures are at the bills stage. However, given that almost all of them were proposed by United Russia, there is practically no doubt that they will be translated into real laws.
The list of offers is amazing. In particular, the bills of the “party of power" provide for amendments to Art. 3.3 Administrative Code, which allow by court order to use the deprivation of a driver’s license or administrative arrest as an additional punishment! Previously, only one form of punishment was provided for one offense.
Amendment to Art. 3.5 Administrative Code allows as an exception to use a fine for citizens in the amount of 50 thousand rubles. for a number of articles (for example, for driving without a license and when drunk). This type of punishment will be applied to those who are already deprived of their rights for years to come. There are more and more such people in Russia every day: for example, a resident of the Giaginsky district of Adygea is deprived of rights for 56 years for an accident in which Aleksey Romeyko, a cyclist from Naro-Fominsk, died through his fault, can only get into the car as a driver after 66 years, Altai Denis Mikhailov did not see the rights for another 155 years.
There are changes and the size of the minimum administrative fine. The bill proposed to raise it from the current 100 to 500 rubles. The maximum term of deprivation of rights is also increased. It was three years old - it became five. But such a measure will be applied only to the culprits of an accident with several victims. In addition, a secondary violation of the same paragraph of traffic rules will now become an aggravating circumstance.
Repeat offenders should be curbed by a point system, but not the one that was in Soviet times. Now points will be awarded, including for violations recorded by video cameras. For every 100 rubles of a fine - 1 point. I scored fines of 20 thousand rubles - for a year you become a pedestrian.
By the way, getting a driver’s license after deprivation will not be so easy - you will have to re-take the exam for knowledge of traffic rules. Those who have been deprived of their rights for drunk driving will also have to undergo a special medical examination. However, it cannot be ruled out that all drivers without exception will be obliged to undergo a medical commission since 2013. A bill is already under consideration in the State Duma, which provides for a five-year medical examination for all drivers. Is it really necessary, like in the old days, to carry a certificate with you?
A separate discussion deserves innovations that will directly affect Moscow drivers and guests of the capital. Here, as for the whole of Russia, the emphasis is on tightening.
Starting January 1, a transport tax will increase in Moscow. On average, the rate will increase by 5–7 rubles. for each horsepower of engine power. Cars with an engine power of less than 70 hp still will not be taxed. Another initiative will work to improve the environmental situation, according to which, starting in 2013, all gasoline sold in the capital must comply with the Euro-4 environmental standard.
Within the Boulevard Ring parking will be paid. The single tariff is 50 rubles per hour. It will be possible to leave their cars for free only to residents of the Central Administrative District in the courtyard parking lots, people with disabilities and emergency services. Those who “forget” to pay for the service will be fined 2, 500 rubles. Payment for fewer hours will cost 1, 500 rubles. "Price" to leave the car parked in the wrong place bites even more - 3000 rubles. In addition, it is likely that an improperly parked car will be moved to a special parking lot. This service in Moscow from July 1, 2013 will also be paid. The flight to the special parking will cost 5, 000 rubles, another 3, 000 will go to a fine (see above). A day of inactivity at a parking lot - 1000 rubles. It will become unprofitable and talk on a cell phone. If now this misconduct is punishable by a fine of 300 rubles. and practically does not attract the attention of the traffic police, then with an increase of up to 3, 000 rubles. the situation will change radically.
The order of intersections will also change. More precisely, they are finally going to bring him. Since 2013, a system for automatically fixing the intersection of the stop line at intersections begins to function. The video recorder mounted in the traffic light will record a violation - a “letter of happiness” will come by mail. In pilot mode, the system has been operating since October 15. Starting March 1, 2013, restrictions will be introduced in Moscow for the movement of large-capacity trucks across the Moscow Ring Road: from 6.00 to 22.00. And in the warm season: from May 1 to October 1, the time frame will be another two hours less: from 6.00 to 24.00.
Life will be better, life will be more fun
However, for the sake of completeness, we will reflect minor positive news of 2013. Striped rods in front of the windshield of Russian motorists will begin to flicker much less frequently. At least in theory. The head of the traffic police Viktor Nilov even issued a special order forbidding his employees to stop cars without good reason.
The head of the traffic police recommended that the energy of subordinates be directed in a different direction: to identify drunk drivers and prevent serious incidents. The same traffic police officers who will monitor compliance with the speed limit and marking will only need to use the means of photo and video recording of violations.
Speaking of markup. Starting from the new year, departure to the oncoming lane will not necessarily end with the deprivation of rights. Is it necessary to “turn” the driver into a pedestrian for a period of 4 to 6 months or is it enough to be fined 5, 000 rubles. - the court will decide. Thus, the judges will have the opportunity to “delve into” the details of the incident. And if it suddenly turns out that the driver drove into the oncoming traffic with one wheel or did not have time to finish the overtaking, which was started according to the rules, then the court may forgive the offender. But if the careless rider repeats such a “trick” during the year, he will have to give up his rights. And not for 4 months, as it is now, but for a year. They will no longer be deprived of their rights for going on the opposite direction tram tracks. But only if necessary to avoid obstacles. They were allowed to go around, but not for free - a fine from 1000 to 1500 rubles.
