Excuses like “did not know” or “did not notice” will not work. The city authorities did their best, making it impossible not to pay attention to the new experiment - large information boards were installed on all the streets of the pilot project, saying: "You are entering the paid parking zone." Then, every 10-15 meters, warning signs.
If your eyesight is very bad, then you should get out of the car and the “zone” guides will approach you, such stalkers in orange jackets that look like overalls, because of which they are easily mistaken for road workers, and they will explain the rules for using the parking lot. They themselves call themselves the buzzword "helpers." There are about ten of them in total. Basically, they are on duty at the parking meters - the greatest difficulties arise with them. In response to the question of how long the training took, one of the helpers laughs: “About 15 minutes. You do not need to be seven spans in the forehead to learn how to use the parking meter and SMS parking. The work is temporary, soon people will get used to it, and we will not be needed.” And yet, I think that helpers will be needed for quite some time, because the zone will gradually expand. From March next year, it will cover the Boulevard Ring, by 2015, free seats will not remain within the Garden Ring, and by 2016 throughout the Central Administrative District.

They respond to helpers in different ways: they come across citizens who immediately start yelling that they have been standing here all their lives and are not going to pay anything, but soon, fearing a fine, they leave without ceasing to swear loudly. But basically, people are adequate. Try the payment
Payment is not so simple. There are difficulties that even helpers will not help to cope. There are three ways to pay.
The easiest way is to pay via the Internet, but for this you need to register in advance on the public services portal. The second way: parking meter. But the problem is that it does not accept cash, and from cards it works only with Visa. If you do not have such a card, then you can buy a special parking card. True, her search may turn into an entertaining quest, since it is sold only in 32 kiosks scattered throughout the Central Administrative District. Moreover, in the pilot project area there is not one such kiosk.
The last (and most popular) way is to send an SMS to the short number 7757 with the car number and parking number, which is indicated on the information boards. But there are snags even here. Some phones simply refuse to debit money from the account via short numbers. In order to solve this problem, you need to call your telephone operator and ask to unlock this service.

Initially, 30 streets were supposed to take part in the pilot project for the introduction of paid parking, but only 21 remained after much debate and discontent. In particular, Tsvetnoy Boulevard and Neglinnaya were spared. Refuge for the night
Dissatisfied with the fact that parking in the center has become paid, many, but locals are most indignant. Each owner of the apartment is entitled to one free parking space, only it will be free from 8 pm to 8 am. Thus, residents either have to pay for parking at their own home, or in the early morning to look for available seats in the yards, or drive the car outside the paid zone.
Outraged citizens have already submitted a collective appeal to the city hall, to which more than 800 people have subscribed. The reaction was immediate: the prefect of the Central Administrative District, Sergey Baidakov, announced that parking for 120 cars specifically for local residents would open in the Bolshoi Karetny Lane by the end of the year. But it is unlikely that 120 places will save the situation.

Welcome to the paid parking area
For the sake of the experiment, several hundred new road signs and information boards had to be installed. First, drivers are greeted with a warning about entering the territory of paid parking (1). Then follows a panel with information about the number of available seats in the nearest streets (2). Then, every 10 meters, bright yellow shields explaining the rules for placing a car and paying for parking (3). And finally, a sign warning of fines (4) to discourage any desire to violate these rules.
