CHANGE THE RULES
In the August issue, ZR came up with a number of initiatives. One of the proposals related to promising changes in traffic rules. Now the rules allow you to leave the car immediately behind the zebra and forbid parking closer than 5 meters in front of it. We propose to prohibit parking and stops closer than 10 meters in front of and behind the pedestrian crossing in settlements, and closer than 50 meters outside settlements. To substantiate our proposal, we went to Dmitrovsky training ground.

The task was set as follows. In a small area, we simulate a situation when a car is parked immediately behind a pedestrian crossing (as permitted now) and 10 meters from it (as we offer). At the same time, a pedestrian will exit due to a parked car. Will the driver be able to notice him in time to avoid unhappiness? And the pedestrian himself - does he see the approaching transport?
At the landfill, a four-lane roadway section with a pedestrian crossing was drawn. The width of each strip is 3 m, the crossing is 4 m. The car on which the driver must look out for pedestrians was installed at a distance of 40 m: we took into account that the stopping distance on dry asphalt when braking at a speed of 60 km / h is approximately 37 m.

Driver: “I’m approaching the passage, I see a stationary car on the left. Ahead, a running car does not slow down, pedestrians are not visible. You can safely pass through the passage.”
Pedestrian: “There are no cars on the left, nothing is visible on the right because of the parked car. I go out to the zebra. I saw the approaching transport on the right when I crossed one lane almost entirely!”
The situation is definitely dangerous! Of course, traffic rules require the driver to slow down when approaching the crossing to make sure there are no pedestrians. And pedestrians, in turn, are required to make sure that they are let through. In our situation, a parked car is a real threat to a pedestrian. He does not see an approaching car, whose driver, in turn, cannot know that a person will appear on the road the next second … This should not be!

Driver: “I see the transition. The car in front does not slow down and does not slow down. There are no pedestrians on the right. You can pass the passage … Stop! At the opposite end of the zebra is a pedestrian! I’m slowing down.”
Pedestrian: “I’m going to the transition. No one on the left, two cars on the right. The first passes the transition, the second reduces the speed. They saw me and let me pass. You can go."
In this case, the review for both drivers and pedestrians is excellent. True, I did not like the driver’s slightly belated reaction to the pedestrian. After all, all attention is paid to the stripes in the direction of travel. Therefore, the installation of traffic lights on multi-lane roads (the construction of underground or elevated passages) is the only right solution that will help to completely solve the problem.

Driver: “Ahead is the transition. On the right is nobody, on the left is a parked car. Pedestrians are not visible. I’ll slow down just in case.”
Pedestrian: “The left road is clear. On the right, nothing is visible due to a standing car. I go out to the zebra, trying to look to the right …"
And in this case, the probability of tragedy is high. A pedestrian needs to walk almost to the middle of the road to see the car on the right. And the driver noticed a pedestrian in a dangerous vicinity. There should not be situations when one of the participants in the movement cannot be sure in advance of the safety of their actions!

Driver: “There is nobody on the zebra. On the left is a car. You can drive … No, danger! A pedestrian stands behind a stationary car.”
Pedestrian: “I’m going to the zebra. No one on the left, a car on the right. Slowly I go out to the transition. Auto on the right does not reduce speed. Nothing, I’ll wait … Yeah, I still noticed! I’m crossing the road.”
