- Believe me, I know the city’s roads not only according to the schemes. I am a Muscovite motorist, driving like everyone else on the same streets. Moreover, Zhukov Avenue, Zvenigorodskoye Shosse are part of the route on which I have the good fortune to travel almost every day. But I am an informed official and I must inform: this road is a hotbed of high accident rate, especially insidious in the fall, winter and spring, and extremely dangerous on the Picturesque Bridge, where insidious ice forms.
As for common sense … In comfortable countries, the logic of which we often and reasonably refer to, there is a tendency to reduce speeds in cities to 50, and sometimes 40 km / h, regardless of the arrangement of the streets (and there it’s better, unlike ours). At the heart of this sanity lies the challenge of improving people's safety. What could be more logical!
Another consideration. Inside the city, speeds must be balanced - everywhere. In Moscow, the so-called pendulum movement: in the morning - from the outskirts to the center, in the evening - in the opposite direction. If during the rush hour on the highways to disperse the masses of cars with a shock wave, they will inevitably run into traffic jams on streets with worse throughput. What happens on the same Zhukov Avenue, where it rests against the Third Transport Ring.
Drivers will have to accept a new reality: along the street where they used to race a hundred, now they must drive 60, or even 50 - and only then get to point B half an hour or an hour earlier. Hence the task of the intelligent transport system: to make the whole city move, relatively speaking, uniformly, by means of regulation, to optimize the movement of flows, so that the traffic capacity of the streets is used by 90% - then the cars will go. I warn the question: 100% are already traffic jams.
And the psychological effect that everyone experienced on themselves and which, when establishing speed modes, cannot be ignored. After “flying” through a section with authorized 80 km / h (and in fact everyone drives even faster), a person driving, turning to an adjoining street with a limit of 40 km / h, loses the perception of real speed and moves faster than it seems. When a pedestrian appears in front of the hood, the driver may react instantly and press the brake pedal all the way, but the car will inertia stop late … From statistics: most of the collisions with people are in pedestrian crossings in Moscow.

- Over the past couple of years, almost 3.8 thousand detectors - radar devices have been installed. They not only passively record the speed, intensity, composition of flows, but it is also an instrument of operational regulation. Say, on the Moscow Ring Road, detectors are mounted every 300 meters. Having seen with their help that at some point the flow has become denser, say, due to an accident, we take control of the traffic lights manually. For example, from the streets adjacent to this section of the circular, we restrict the influx of transport. If you do nothing, with an accident on the Moscow Ring Road for every five minutes, the “tail” grows by 300-400 meters.
The equipment of the intelligent transport system is also controllers, teleinstallations … And adaptive systems. This is a separate song: they are able to independently observe and study the situation (using detectors), accumulate experience, issue optimization commands. But their implementation is a serious engineering task. Electronic "brains" at first can even worsen the situation. Look, at a complicated intersection, traffic jams form in all directions. The “beginner” adaptive system selects a solution from those that it has managed to accumulate. And since there is not enough “experience”, you can see that the algorithm, in her “opinion”, will apply the best, but in fact not optimal. And it will give out “bad” commands to traffic lights … Will become more skilled - it will cope, but so far experts are catching her mistakes.

According to monitoring, in a number of areas, traffic congestion in the city was reduced by 10-15 minutes, the total savings of working and free time of citizens amounted to billions of human hours … But drivers keep track of their own way: where on the weekend I spend half an hour on the road, on weekdays - two and a half. And 10-15 minutes of saving is nothing.
Here in a single Zvenigorod, the situation has changed significantly. The prefect thanked: after the introduction of video monitoring, vehicle delays decreased by about 20%, the number of accidents fell sharply, the severity of the consequences went down and there were practically no deaths. The prefect asked us to continue the program … We are not mistaken at our own expense: Zvenigorod is a small compact entity, it is so arranged that it is relatively easy to establish order on the roads in it.
But after all, the system did not work at full capacity. There is no universal recipe for all intersections and streets of the big Moscow, but they did not manage to compose for each individually. Returning, for example, to Marshal Zhukov, I can assume that it is impossible to permit speeds here as on highways, but I do not exclude that it will be allowed to accelerate faster on weekends on the avenue. Signs with changing signs will be notified.
Can we hope that in the foreseeable future automobile Moscow will nevertheless “fly”?
