The train and car should not intersect at all. But it is clear that we are still very far from the bright moment when the roads will pass only below or above the railways. So, moving with bells and flashing red lights are waiting for us - and violators, and those who comply with the rules!
You can’t leave for a crossing if the barrier has lowered, you must keep a distance, do not overtake. However … In the five months of 2012, 645 violators were punished in Moscow alone, who crossed the railway line, spitting on the prohibition signal of the semaphore and the closed barrier. And last year in Russia, 228 traffic accidents occurred in the crossings, in which 49 people died, and another 191 were injured.

Approaching a move near Zvenigorod. At this point, the highway crosses the single-track road, on which only electric trains run, and not too often. Judging by the long line, I was "lucky" - apparently, we are waiting for the train … However, it turned out that there was no train, the move was open, just the cars were moving at a turtle speed. On the freshly laid asphalt, I finally reached the barrier.
Who is building like that ?! Smooth asphalt surface finished exactly before the move. And then - the rails surrounded by deep holes, which the drivers overcame very carefully, fearing to damage the suspension. That's why the kilometer queue. Alas, the same picture in many places near Moscow, where the highway is forced to cross the railway. For two days I drove over 300 km in the region and I can say this with all responsibility.
The explanation is very simple: the roads and railways have different owners. They are asked from the Russian Railways for the quality of the rails (this is logical), and from the highway administration - for the road surface. And the condition of the track between the rails, although it is the responsibility of Russian Railways or the company owning the railroad, excites these departments in the least.
After all, the main thing is that trains run unhindered. It turns out, as they laid the wooden floor about fifty years ago, they forgot about it.
Here is such a vicious circle. A particularly difficult situation develops where the railway line leads to some plant or warehouse. In this case, consider moving can only be overcome on the tank. And now modern trains rush along the roads without slowing down, beautiful foreign cars go along modern roads, and the points of intersection of their routes have not changed since the last century.

WHO IS GUILTY?
When it is required to appoint those responsible for a particular accident, the railway department, as a rule, quickly agrees with the conclusions of the traffic police: bad drivers are to blame. They themselves, they say, violate traffic rules, go to prohibitory signals under closed barriers, as a result of which terrible accidents occur … To some extent, this is the case, only about how the state of moving affected the accident rate, officials for some reason are silent.
We sent official inquiries from the magazine’s editorial office to the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation and Russian Railways with a request to answer who is officially responsible for the state of level crossings and where to complain to drivers if an accident occurred in such a place. At the time of issue, we received an answer only from Russian Railways. In the traffic police, apparently, there are enough other problems.
So, here are the recommendations of the railway workers. If you find a pit at the crossing, you must write a complaint to the district traffic police or to the Russian Railways unit, on whose balance there is a branch (or better at both addresses); it is desirable to attach photographs to the letter. It is difficult to say how officials will respond to the statement. Nevertheless, I hope that when the number of such complaints exceeds a certain critical mass, the owners of the tracks will repair the specific relocation. I decided to conduct a similar experiment on the crossing described above near Zvenigorod, I will definitely report the result.
By the way, the traffic police, according to my observations, monitors the crossings very vigilantly. Moreover, surveillance is carried out in two ways. First: the crew is on duty at the crossing openly and is actually engaged in the prevention of violations. Second: the patrol is arranged in a secluded place immediately after the move and catches arrogant violators.
Of course, it is necessary to catch them. And punish too. But, in my opinion, it will be more useful if law enforcement officers keep an eye on the state of the canvas of the crossings themselves. After all, they have leverage over the owners of the railways! But, of course, it’s easier to catch and punish drivers - the result is immediately on hand …
