It was scary. The modern pedestrian crossing on the Minsk highway, designated on the website of the State Traffic Safety Inspectorate of Russia as exemplary, actually looks like a "death road" painted on asphalt. Yes, modern solar-powered traffic lights blink here, the markings glisten (it is new and bright, with backlighting!). But along the federal highway, cars rush under 100 km / h in heavy traffic. The task - to run 15 m through four lanes, despite the fact that there is no security island - seems impossible! In the end, Sergey takes risks and rushes across the road. Successfully overcomes the track … and rests on a metal chipper. The “exemplary” transition leads nowhere (photo in the center).

FIGURES AND FACTS

Reports on road accidents, which are regularly published by the traffic police, scare their uniformity. Despite the current federal and regional security target programs, for which huge amounts of money have been allocated, the result is getting worse and worse. And if the number of accidents is somewhat reduced, then the death rate among pedestrians is growing from year to year. In 2011 alone, more than 8, 000 people died (+ 2.4%)! Mortality increased in the first four months of this year: + 3.3% …

The authorities tried, it would seem, all the methods. And they used social advertising (posters on the streets in many cities), and fines for drivers were raised eight to ten times. But they forgot about the pedestrians themselves. And in vain! A large part of the incidents are due to the fault of the latter. One way or another, the problem needs to be solved, and the sooner the better.

Not so long ago, a public discussion on the right of a pedestrian was organized on the STSI website; together with representatives of public movements, police officers check crosswalks across the country - the results can be found on the website. The main conclusion: technical requirements and standards for the arrangement of pedestrian crossings do not meet the requirements of the time. So who would argue! The current standards were developed and adopted back in the 1970s (although since then they have been amended several times, and in 2007 they adopted a number of new provisions). Now the intensity of the flow of cars has increased by an order of magnitude, speeds have increased, and at the same time, the level of discipline of both drivers and pedestrians, unfortunately, has not improved.

Here in the traffic police and formed their package of proposals, which were published on the site for general discussion. One part relates to the upbringing of movement participants, including children. Another is the draft changes to the “pedestrian-transitional” GOST. Mandatory installation of signs regulating the reduction of speed already at the entrance to the transition, improvement of the “recognition” of a zebra, etc. For example, the traffic police suggest equipping the transitions at schools with a flashing yellow traffic light, using reflective elements in the zebra, as well as introducing the mandatory construction of aerial or underground transition when moving in three or more lanes in one direction.

We suspect that the real benefits of such changes will not be enough. The situation will not fundamentally change, and that's why.

Some of the voiced proposals have already been implemented experimentally. So, for example, on the M1 highway "modern pedestrian crossings with additional lighting and backlighting" are installed. We even tested one of these transitions (see above). The organizers, apparently, can report: the funds have been fully utilized … But at the same time, other requirements of even the outdated standard have not been met! And the “exemplary” transition is actually an example of Russian stupidity. Why was it built?

CURRENT REQUIREMENTS FOR PLACING PEDESTRIAN JACKS (GOST R 52766–2007)

- Pedestrian crossings through highways in settlements are located after 200-300 m.

- Outside of settlements, the places of ground pedestrian crossings must be viewed from both sides of the road at a distance of at least 150 m.

- On roads with a carriageway width of 15 m or more, pedestrian crossings must be equipped with safety islands.

- The width of the pedestrian crossing must be at least 4 m.

Rules of the road are included in the school curriculum OBZh, but this is not enough. Dad and mom! Address teachers, head teachers, directors, offer to conduct an additional lesson or two on traffic rules: what should your child know about the car, road, sidewalk. 2 GIVE AN OVERVIEW

We suggest making changes to the SDA: to prohibit parking and stopping closer than 10 meters in front of and behind a pedestrian crossing in settlements and 50 meters outside settlements (in accordance with clause 12.4, you cannot now stand closer than 5 meters in front of a zebra). Parked cars block the visibility of drivers of other cars.
