In Moscow, on September 22, at the intersection of Kashirskoye Shosse and Proletarsky Prospekt, the Nissan off-road vehicle hit a group of pedestrians. Nine people were injured. Seven were hospitalized, two of them died in the hospital.
On October 7, at the Moscow Avenue in Bryansk at an unregulated pedestrian crossing, Volkswagen hit a woman crossing a street with a small child. Mother in critical condition was sent to the hospital, a three-year-old girl died of injuries on the spot.
On the evening of November 12, on a Biryulevskaya street, in the capital, a Nissan driver drove to death two young people who ran across the street in the dark outside the pedestrian crossing zone.
WHO IS GUILTY?
The head of the department of legal regulation and propaganda of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation Vladimir Shevchenko assures that more than 85% of accidents are caused by drivers who violate the Rules of the Road. And pedestrians became the culprits "only in every ninth accident". “Most often, two violations are made: they cross the road in the wrong place, outside the coverage area of the pedestrian crossing, or they suddenly go out onto the roadway due to parked cars, trees and other barriers,” he explained.
Moscow, the country's largest metropolis, has its own statistics and its own trends. Alas, not the most pleasant. Pedestrians here violate the rules when crossing the carriageway six (!) Times more often than drivers do not comply with the requirement to give way to pedestrians and cyclists with an advantage. For the nine months of 2011, 281 thousand such violations of traffic rules by pedestrians and 47 thousand violations by drivers were revealed, said Tatyana Trunova, deputy head of the traffic safety propaganda department of the Moscow traffic police department.
Sad result. In the first nine months of 2011 in Moscow, there were 3, 054 accidents involving pedestrian collisions. In accidents killed 234 people, 3 thousand were injured. Moreover, in 1700 (!!!) cases, the culprits of the accident were pedestrians themselves. They paid a terrible price for their carelessness …
WHAT TO DO?
Dear representatives of local authorities and the traffic police! The most dangerous places where such incidents occur are wide streets with multi-lane traffic. There should not be unregulated pedestrian crossings on such streets! Indeed, even if the nearest car stopped, it is not a fact that a pedestrian will be allowed to pass in neighboring lanes - drivers may simply not see the "horseless". That is exactly what happened accident in Bryansk. The most difficult thing is on the avenues, where the flow rate usually exceeds the city limit of 60 km / h, or even it is allowed to accelerate to 80 km / h. Very important: pedestrian crossings should not only be well lit, but also specially marked with light and color, at least with orange blinking lights.
NO WILD ZEBRA
After responsibility was increased for drivers who do not allow pedestrians, some of the latter decided that they were allowed to do everything. Recall the rules of the road: “Pedestrians must cross the carriageway at pedestrian crossings, including underground and elevated … At unregulated pedestrian crossings, pedestrians can go to the carriageway after they estimate the distance to approaching vehicles, their speed and make sure that the transition will be safe for them.” And also, if possible, use bright clothes and reflective elements: make yourself visible!
PEDESTRIAN, TEACHING AND FOLLOWING THE RULES
And the main appeal is to the drivers. Yes, there are complaints to the authorities about the poor organization of the movement. Many pedestrians themselves break the rules. But this does not mean that the driver can neglect traffic rules, this will not be an excuse for him in the event of a collision. Drivers should become in the habit of not just necessarily missing a pedestrian, but also slowing down before crossing so that there is time to stop. And of course, observe the speed limit.
