From the beginning of the year, private operators got the opportunity to conduct inspection. Previously, this function was fully performed by the traffic police. But in the first three weeks of the law in Moscow, only 14 new maintenance operators were registered. Thus, while they did not constitute a worthy alternative to state points. What is the problem? The chairman of the Union of Technical Inspection Enterprises Igor Klimakov openly says that as a business, maintenance is a loss-making business: “690 rubles is a ridiculous price, considering the cost of equipment and salaries for specialists. According to our estimates, inspection should cost at least one and a half thousand in order to make a profit.”
But the main problem is not even money. The fact is that starting from the new year, all MOT operators should have received coupons of a new type. 2.5 million new forms were issued to Tekhosmotr Closed Joint-Stock Company, which works in tandem with the largest Russian insurance company Rosgosstrakh, for all other operators, according to Elena Zlygoreva, the head of the Retail Insurance Department of RESO-Garantia, was a thousand coupons were allotted. Thus, it turns out that the CSG and ZAO Techosmotr actually monopolized this market. The Technical Inspection CJSC confirmed the fact of receiving two and a half million forms of a new sample - this is the amount the company requested during accreditation, given the number of maintenance points and their throughput. The lack of coupons from other operators at Techosmotr CJSC is explained by the fact that Goznak signed only two organizations with blank forms for coupons of the new type, while the rest work on old coupons, which, as of January 19, the RSA issued almost seven million. In addition, by January 26, Goznak had printed about nine million new forms.
The claims do not end there. It is also strange that ZAO Tekhosmotr was registered in the register from January 1 - on the official day off of the whole country.
The mass of complaints and allegations is caused by the scheme according to which Rosgosstrakh and CJSC Tekhosmotr sell OSAGO policies. “This is not a technical inspection, not a real car diagnosis, but, as you can read in the reviews of people on the Internet, a stiletto girl goes out and performs a car diagnosis in two minutes,” says Elena Zlygoreva. - There are real inspection stations that invest in equipment, in the points themselves, in maintaining the qualifications of experts. And here we get some other scheme for the sale of coupons on a huge scale. " That you could simply buy MOT tickets before, saving time and nerve cells, everyone knows that, but, according to experts, never sale was so open and brazen.
The Technical Inspection CJSC explained to us how their scheme works: “When contacting us, the Rosgosstrakh client provides the expert with an inspection certificate form (which does not have legal force), which contains information about the car. In fact, this is confirmation that the maintenance contract has already been concluded and the services have been paid for - so that the expert does not waste time processing these documents. Further, the technical expert must carry out technical diagnostics of the vehicle. If the vehicle undergoes technical diagnostics and meets all the requirements for its safety, the expert of ZAO Techosmot makes a decision on the possibility of using the vehicle, sets the date for the procedure and signs the coupon form. From this moment the action of the technical standard begins.”
This means the following: a client who comes to Rosgosstrakh pays for inspection and insurance and receives a seemingly completed coupon form, but without a signature, that is invalid. The signature must be put on him by the operator after the diagnosis. But why would he need this signature, if, according to the new rules, traffic cops have no right to demand a coupon from the driver, and he was prescribed insurance without the signature of a technical expert.
How to deal with the monopoly of Rosgosstrakh and ZAO Techosmotr? Insurers believe that a license from an unscrupulous operator needs to be taken away, but for now experts agree that a moratorium should be imposed on the inspection law until all private operators are given equal conditions. They were planning to do this at the end of 2011, but the State Duma simply would not have time to consider the bill.

- In principle, passing the technical inspection in a new way is just an additional tax or, you can say, an additional MTPL coefficient, because now some companies issue a coupon along with the MTPL policy. I believe that it is necessary to make inspection voluntary, as in America. Create a single database, with which many insurance companies agree. The traffic police, the tax inspectorate, and car owners agree with this. This single base will be the regulator of the voluntary technical inspection - according to the system of the American base CARFAX, from which you can get all the data about any car. Each person, being the owner, both buys a car and sells it. Accordingly, he is interested in ensuring that all data is as good as possible, that he has passed the inspection in time, that he has all insurance paid, that he has fewer accidents, and so on.
CARFAX is a detailed history report of a vehicle that has been used in the United States or Canada. According to statistics, the reports of this organization are ordered by millions of people annually. To get a report on any used car, you just need to know its identification number (VIN). The CARFAX database contains over five billion records. In Russia, a similar database of all cars should appear in 2013.
Inspection in the world
A mandatory inspection is carried out in the Land of the Rising Sun three years after the purchase of a new car and then every two years. The car is checked for 100 parameters. The price is not fixed and depends on the engine size, but on average it is about 1, 500 US dollars.
In most states, inspection is voluntary. It costs about $ 5. It includes only the so-called smog control and visual inspection of the car.
Inspection here costs no more than $ 90. In the UK, you cannot operate a car without a vehicle inspection ticket. It takes only 10 days to troubleshoot, but you don’t have to pay for a second inspection.
Authorized centers are engaged in technical inspection here. There are few such centers, so there is always a two-week queue for MOT. The procedure itself takes half an hour and costs about $ 100. The time allotted for troubleshooting is two months. However, if you do not have time to repair the deadline, the punishment will be severe - up to deprivation of rights.
