Instead, the inspection was linked to the CTP insurance policy: from January 1, 2012 it will be impossible to insure your car under CTP insurance without having an inspection ticket.
The new law "On the technical inspection of vehicles …" was developed very quickly: in June it was adopted by the State Duma, approved by the Federation Council, and from July 1, 2011 it entered into force. The first and main result of the adoption of the law is a “moratorium” on passing inspection.
This means that those whose validity period inspection certificate expired or expires in 2011, may not go through until their current auto citizen expires. Actually, right up to December 31, 2012, if you conclude a CTP agreement on December 31, 2011.
What “relief” does the new law bring to motorists? Firstly, the number of maintenance points should increase. In addition to the current operators at the traffic police, private owners will be able to issue coupons. The only condition is compulsory accreditation in the Russian Union of Auto Insurers.
Another plus - and much more important - to pass inspection from January 1, 2012 will be possible at any point of technical control at the choice of the owner, and not as it is now - at the place of registration of the vehicle. And you can sign up for an inspection via the Internet. In Moscow, for example, this is the site of the Moscow City Technical Control Service.
Moreover, you can choose not only the administrative district and a specific maintenance point, but also the day and time of the technical inspection. You can sign up for maintenance no earlier than a day.
The number of documents required for passing the inspection will also decrease. Instead of the current six (passport; driver’s license; proof of ownership; vehicle registration certificate; payment receipts; CTP insurance policy), it will be enough to present only two - an identity document and a vehicle registration certificate (or vehicle passport).
And if you made it a rule to change the car every three years - you won’t have to pass inspection at all! Under the new law, a car no older than three years of age does not require maintenance, car owners from 3 to 7 years old have to come to the PIC once every 2 years, and only those who are seven years old or older will have to come annually. Even more often - once every six months - owners of taxis, buses and trucks with more than 8 seats need to go through. However, if owners of new cars want to go abroad, they will have to go through maintenance - otherwise there will be problems with entry.
Finally, from January 1, 2012, it will not be necessary to carry a vehicle inspection ticket with you - a sanction for driving a driver who does not have a maintenance ticket with him will be excluded from KOAPP. It will be enough to have an insurance policy, and all the information will be stored in a single automated information system, access to which the traffic police will have access to. Using this database, maintenance will be monitored - operators will be required to enter the make and model of the machine, VIN number, information about the owner, number, date of issue, and validity period of the coupon. However, this system as usual works in test mode.
There will be an opportunity to buy a car with a vehicle inspection ticket. True, in the event that before the expiration of the period of the inspection ticket more than 6 months remain. If less than 6 months are left before the deadline or the technical inspection coupon is expired or is missing, then the new owner needs to undergo a technical inspection and enter into an OSAGO agreement within 10 days from the date of purchase of the vehicle.
