What is true is true: finance for the road sector is chronically lacking. In 2009–2010 they took away a huge chunk of planned investments, and they amounted to 2–2.2% of GDP (we must remember that these were cruel years of crisis), of which the share of funds from the federal budget is 0.8–0.9%, that is, less half. However, as indicated in the report of the expert group No. 19, the same situation will continue in 2011-2013. We must understand that they did not come out of the crisis.
The immediate prospect is not more beautiful: budget money - 8.4 trillion rubles. for 2011–2020, and this is an even smaller share of GDP - 1.2–1.3% per year. What is the conclusion: with the roads it will still be very bad.
How much money do you need?
To repair and maintain roads, as required by the standards, a minimum of 845 billion rubles will be needed. Another about 0.5 trillion rubles. (based on at least a 1 percent increase in the road network) - for new construction. In total - 1.35 trillion rubles, that is 3.2–3.3% of GDP.
But in fact, 4–4.5% is necessary - you have to take into account that there are more and more cars (remember at least the statistics of sales this year), hence the load on the road network increases by 6–7% annually. Yes, plus inflation. Moreover, the calculations were made based on today's prices for asphalt, gravel, etc., and for some reason prices tend to rise.
No one to lend
If everything is left as it is, the speaker said, troubles in the road network will stop at best, at worst - roads will continue to deteriorate and degrade.
It seems to be a decision to increase the share of “travel” funds by reducing the shares of other budget items.

There remains the only way - to collect the necessary money from road users: until 2015, motorists must pay increased excise taxes included in the price of motor fuel in order to reach the level of covering costs for all types of road works.
How much can gasoline and diesel fuel rise in price? There is such a calculation. The price of each liter of fuel should be 12.47 rubles. excise taxes. If we take into account that in the near future the price of fuel, as is already known, will rise by 3 rubles, it means that the next increase in cost should amount to 9.47 rubles.
Gas is obliged to rise in price
Experts do not live on the moon, so they anticipated a reaction to their proposals. The most innocuous that they expect to hear from the objects of excise tax is road construction like a black hole: no matter how much you swell, half of it is still stolen. Another statement is more serious: everyone pays a lot of direct and indirect taxes, which have already reimbursed their use of roads.
