The cost of the MTPL policy is calculated according to a simple scheme: there is a basic tariff - 1980 rubles, which is multiplied by the corresponding coefficients. They depend on the engine power, the age and length of service of the driver, the number of persons allowed to drive the car, the number of driver accidents and the region. The basic tariff has remained unchanged since 2003, when the Law on CTP came into force, but the coefficients are raised for the second time.

The head of the Russian Union of Auto Insurers Pavel Bunin considers the adjustment of the coefficients a completely logical step. “This measure is aimed at reducing the loss ratio and creating an effective insurance market in Russia,” said Bunin.
The Federation of Car Owners of Russia (FAR) immediately responded to statements by insurers about loss-making. According to her calculations, based on the FSSN data, the amount of the insurance premium for the period from 2004 to 2010 amounted to 489.7 billion rubles, and the amount of insurance payments for the same period was only 268.6 billion rubles. Moreover, the size of insurance payments according to the law should be at least 80% of the amount of premiums. Question: where did 123 billion rubles go? This question was asked by the President of the FAR Sergey Kanayev to the Minister of Finance of the Russian Federation Alexei Kudrin, but so far no answer has been given.
Meanwhile, the Ministry of Finance introduced a new bill to the government, which proposes to establish only the upper and lower bars of the cost of the insurance policy. This should intensify competition between insurance companies, which will have to make discounts to attract customers.
“CTP is a loss-making type of insurance,” comments Rafael Akhmedzyanov, a leading specialist at Alpha Broker. - The reimbursement limit is 120 thousand rubles, and the average cost of compulsory motor third-party liability insurance in Moscow is 3-4 thousand rubles, if we take into account the discounts for trouble-free operation, which are made by the majority of brokers. Regions will suffer the most, the increase will hardly affect the residents of Moscow. If you look at the question from a professional perspective, then the average price for compulsory motor liability insurance should be 10-12 thousand rubles. The limit of liability should also increase, but only for industrial centers.”
