President Medvedev’s proposal, although it caused a lot of emotions, is nevertheless considered seriously. So far we are talking about three possible sites. This is the territory between Zvenigorod and Istra (32 km from MKAD), the Rublevo-Arkhangelskoye district near the Novorizhskoe highway (3 km from MKAD) and the Domodedovo region (30 km from MKAD).
The main goal of sending officials outside the Moscow Ring Road is to unload the city’s roads and ensure the attractiveness of Moscow as an international financial center. As world practice shows, satellite cities for officials, designed for several tens of thousands of people, should be located close to the airport and the federal highway. However, before starting the construction of the city, you need to draw its general plan. So the idea of a city for officials can be realized in 10-15 years, not earlier.
Presidential Aide Arkady Dvorkovich explained that the withdrawal of government agencies outside of Moscow would ease the load on the capital’s road traffic due to the movement of officials between departments. However, he noted that " … it is not only about Zelenograd and Butovo, it is about large borders." Therefore, it is quite possible that in the near future, a new ring road instead of the current MKAD will be a “small concrete road” within a radius of 50 km from the center of Moscow.

- A step towards expanding today's borders of the capital is absolutely necessary. At the same time, it is not administrative expansion itself that is important, but a stable investment climate that stimulates the development of roads, social facilities and housing construction.
