And the demand for certificates still exceeds supply. Recall certificates with a face value of 50 thousand rubles. intended only for the purchase of a car made in Russia in exchange for the return of any vehicle older than 10 years for scrap. The last 100 thousand “bonuses” will be issued, and the history of utilization will end. Given the average lead time (110 days), everything will happen within a year.
At the previous stages, 36 billion rubles were spent. 500 thousand utilization certificates were issued. Any violations and malfunctions in the system are enough. The Ministry of Industry and Trade constantly reconciles issued certificates and ordered cars and daily returns several dozens of canceled documents to the system. Still on the market there remained 30-40 thousand of so-called secondary certificates - “refused” certificates, which for various reasons their owners did not want to use. It is assumed that these certificates will be returned to the Ministry of Industry and Trade and subsequently re-issued on the same conditions. So for now, about half a million issued certificates have been received by citizens about 375 thousand cars. We recall that the experiment covered all cities with a population of over 250 thousand people.
- I will not say that it was simple, but in the end it turned out. My “eight” was still on the move, but ten years is age,”says car owner Sergey Yezhov. - Therefore, I collected all the documents, came to the salon, disposed of the car and received a certificate, and with it a discount of 50 thousand for the new Chevrolet Lanos. There was a lot of fuss, the thought came to spit. I had to wait and the machine, but it turned out cheaper.
Nevertheless, many motorists who took part in the state program call it “traffic jam control program”: a working car must be handed over, and walk for 3-6 months, waiting for a new car.
Under the agreement, the seller is obliged to provide the car to the buyer within 150 days. But it often happens that time is running out, but the car is still gone. In order to return your certificate, a person must terminate the contract with the dealer and pay a penalty - that is, redeem his own “bonus”.
And it happens that dealers, when selling a car under the program, inflate prices or impose a number of additional services on the buyer. Since any trial lasts at least 3 months, it is easier for the motorist to agree to the terms of the dealer than to remain without a car.
But dealers are not easy. In the Ministry of Industry and Trade, incoming documents are considered from 30 to 60 days. Not every seller can withdraw a considerable amount of money for such a long period of time. Automakers make harsh conditions - they can charge interest (up to 36% per annum) for each day of delay in payment, and in some cases even stop the shipment of cars. Therefore, many regional dealers have left the program. The current list of sellers for each region can be found on a special page on the website of the Ministry of Industry and Trade, and the list of accredited recycling companies is also located there.
Not to say that all this fuss is unprofitable for the state. For each ruble invested in the program, the state budget received at least 2 rubles in the form of tax revenues. Additional tax income from each car produced amounted to more than 100 thousand rubles. A system of disposal points has been created. But most of all, the program turned out to be interesting, as one would expect, to AvtoVAZ: the share of products of the Volga Automobile Plant amounted to 83% of the total number of cars of different brands sold under the recycling program. Of the "foreigners" gathered in Russia, Renault Logan leads. And the rest of the enterprises did not remain unprofitable. It may sound pathetic, but the program allowed them to formulate a program for the year ahead, and during the crisis to preserve jobs and even profit.

Some companies even decided to install an additional discount to the standard recycling program. So, Renault Logan and Sandero can be bought for more than 100 thousand rubles or get a loan with a zero rate.
The Government of the Republic of Tatarstan and Sollers have developed a joint program to provide additional discounts from 30 to 60 thousand for new Fiat cars manufactured in Tatarstan and participating in the state experiment.
Buyers of Citroen C4 and Peugeot 308 also receive an additional discount from the manufacturer - concern PSA - in 50 thousand rubles.
Some dealers have announced their own recycling programs. Under such programs, paperwork takes two to three days, and the car has to wait no more than two weeks.
