In the plan of Mayor Sobyanin to rid Moscow of traffic jams, the topic of parking is number one. It’s logical: the capital will build roads, provide bandwidth, and then it turns out that half of the carriageway is blocked by columns …

In the bright future, three million parking spaces are already looming (these are the latest plans by the city hall for a five-year period). But so far only a third of Muscovites-car owners can put their cars in some kind of legal parking lots. Yes, and illegal, honestly, not so much. All kinds of stoppers annoying parking lots are annoying, especially when these places are empty and there is nowhere to stumble around. In general, no organizations have foundations for arranging parking on the carriageway, and self-seizure of land in Moscow is punishable by a fine of up to 200 thousand rubles. But who did it stop …
On Prospekt Mira near house number 116, which houses a bar, part of the sidewalk and road is fenced with a chain. The time is not lunchtime, there are few cars in the parking lot … But everything is jammed in the district, sometimes in two rows. The same is on Sokolnicheskaya Square, M. Kaluzhskaya Street, Leafy Alley, Leninsky Prospekt, B. Dmitrovka, M. Bronnaya, Rozhdestvenka - very narrow streets. In the area of the Riga market, parking for fidelity was designated with concrete blocks. On Theater Square, three rows of carriageway are occupied by standing cars. And one of the largest "black" parking lots on the roadway is on Vozdvizhenka Street, opposite the Russian State Library. Check through the barrier strictly by passes. It belongs to the receptions of the State Duma and the Federation Council, located opposite - on Mokhovaya. On what basis - there is no answer; no one was found responsible.

NO ORGANIZATION HAS ANY ORGANIZATION FOR EQUIPPING PARKINGS ON THE ROAD
Traffic police inspectors sometimes have to conduct entire investigations to find the defendant and to demolish the fence. A lot of effort and money is being spent. Is there any sense? According to the fathers of the city, the throughput of the streets as a result of such sweeps should improve significantly. In the territories freed from parking, parking will be prohibited - the road will be cleared for transport. Meanwhile, back in November last year, any parking lot was banned on Tverskaya without understanding whether it was legal or illegal. The special marking that allowed parking in the extreme lanes also disappeared. This was a blow for tenants of shops on the main boutique street of the capital, demand for rental premises decreased, payments to the budget fell. At the same time, it was not possible to solve the problem of traffic jams on Tverskaya. Apparently, the action was not thought out to the end. In general, little is done to the end.
Recall only last year’s history with the State Duma, whose parking is located on several lanes of Okhotny Ryad. The Moscow State Inspectorate for Real Estate imposed a fine for organizing parking near the buildings of the presidential administration and the State Duma. However, as soon as Luzhkov died at the city hall, the Supreme Arbitration Court canceled the penalty. The public flogging of lawmakers has not changed anything. Nobody got to the fenced piece of land on the Old Square - everything is fine.
But by and large, the store, the bank, and the same Duma should be able to create human conditions for their customers and visitors.
Usually, municipalities trust few enough to act as a landlord and issue permits to organize parking on the sidelines. But it’s clear that if the authorities like to have dinner in this place, then the degree of trust will increase significantly and a piece of the capital’s land will be legally fenced. Only now the streets from this will not become freer …
Our answer
You need to focus not on the columns, but on the signs. If parking is not prohibited, then no one, not even the most impressive kind, the guard has the right to prohibit putting the car in an empty seat.

Victor Pohmelkin

Leader of the Russian Motorist Movement Viktor Pokhmelkin:
- Previously, there was not enough political will to put things in order, as there were large injections from commercial structures, and parking lots always had a roof in the form of officials and traffic cops. The new authorities will have to overcome serious resistance, and here they will not do with one raid.

Head of the Moscow Central Internal Affairs Directorate Vladimir Kolokoltsev:
- In the city there are a lot of parking lots, which for unknown reasons are illegally assigned by a number of organizations. I proposed to prepare a regulatory document regarding territories adjacent to buildings owned by various state and civil organizations, and to prohibit at the legislative level parking lots organized by private companies in public areas …
