“It is unacceptable that abandoned cars interfere with traffic on highways and fill yards,” the Rossiyskaya Gazeta quoted Moscow Deputy Mayor Pyotr Biryukov as saying.

However, the laws of Moscow look at this problem more broadly: it is allowed to alienate transport, which bears obvious signs of abandoned. For example, a car without license plates, which has obviously not been used for a long time, falls under this definition.
Serious metal corrosion, the absence of wheels, some body parts (wings, doors, bumpers), a cluttered interior, large snowdrifts on the car, and in the summer a layer of long-standing dust - all this will also become the reason for the removal of the car from the yard.

Even if the car is still generally suitable for use, it has numbers and it can theoretically go, it is still possible that it will be taken out. An important condition for OATI inspectors will be her condition. For example, a car with lowered wheels already falls under the suspicion of inspectors, and if the distance from the bottom to the ground does not exceed five centimeters, then the car owner should look out the window more often.
A car wrecked in an accident will not stand long on the side of the road. After it is “refreshed” by road looters, it will become more than attractive for disposal. Unfortunately, the inspectors will not find out in what condition the person whose car has been disposed of is simply taken out to the fine parking lot. Further, the fate of the car is decided by the traffic police inspectors. They are obliged to check the "owner" of the car owner, find out why his "property" for a long time remained without exploitation. If a motorist refuses a car, then her fate is determined.
This situation puts car owners in a rather uncomfortable position. For example, if a person was in a different city for a long time, and during this time they managed to steal license plates from him, then it is possible that when he returns home, he will not find his favorite car on the spot.
