The Union was officially formed on January 1 of this year, and from July 1, the new Customs Code was launched. Why is this alliance needed? According to economists, in the absence of customs barriers within member countries and the same customs requirements for any external product, no matter where it is imported from or wherever it crosses a common border, national economies unite in a single complex over time, as in the European Union. For five years, countries will benefit from this additional GDP growth of 17%.

I would like to believe. But at first we only hear about the problems that arise at border crossings, about inconsistency of documents and gaps in the legislation … Meanwhile, legal business, they say, suffers losses. According to the Accounts Chamber of the Russian Federation, the country’s budget lost $ 158 million in the first quarter of this year due to changes in import customs duties.

Foreign cars do not fall in price

The longest and most difficult negotiations between the members of the Union were devoted specifically to car duties. The government of the Russian Federation “in order to support the domestic manufacturer” introduced Draconian import duties on used foreign cars about two years ago. They are four times higher than Belarus (10 times higher for some types of cars), three times higher than Kazakh ones. For example, for the 2005 Audi A6 with a 3 liter engine, when imported into Russia, you will have to pay 17.4 thousand euros (5.8 euros per 1 cm³), and to Belarus - 1.8 thousand euros (0 each), 6 euros per 1 cm³). It was hoped that with the unification of the three countries, any Russian would be able to buy an inexpensive used Volkswagen in Minsk, drive it home to Lipetsk and register it without paying additional customs duties (such a procedure was in effect until the early 2000s). They say that in anticipation of the Russians, some Belarusian dealers bought a record number of foreign cars. There it was. Until the summer of 2011, a transitional period was established during which Belarusians and Kazakhs will be able to import cars from abroad into their country at old rates (the latter - no more than one car per year per citizen).

A Russian can buy a car in the same Minsk or Ust-Kamenogorsk and import it into the Russian Federation only if the car was registered at the place of import before January 1, 2010 - before the start of the Customs Union. For re-registration, it is only necessary to present the vehicle passport (PTS) at customs, fill out a declaration that the car can indeed be imported without paying customs duties (the form of this document has not yet been determined). At the same time, the machine must comply with Euro IV standards (Decree of the Government of the Russian Federation of 12.10.2005 No. 609). By the way, these norms were introduced in Europe only two years ago. If you import into Russia from Belarus or Kazakhstan a car registered there after January 1, 2010, you will have to pay the difference between them and our customs “rates”. At the same time, the requirements for the environmental class Euro IV remain. So the list of cars that can be imported duty-free from neighboring countries is being reduced to previously imported brands and models. Not much.

Incidentally, and by proxy, a citizen cannot manage a Belarusian or a Kazakhstan foreign car in Russia. But citizens of the Union countries can freely come to visit us in their car without any registration, but only for a year. True, provided that the cars themselves and their owners have a permanent residence in their homeland.

What will happen next when all the norms of the Customs Union come into force? Customs rates in three countries will equalize; most likely, they will be raised everywhere to the Russian level. This will probably happen in 2013.

PERSONAL THINGS

The Customs Union has changed some of the rules and regulations for the movement of goods for personal use by individuals across the border of the union with Poland, Ukraine and Uzbekistan (chapter 49 of the CU TC). There will be no control at the internal borders. In addition to a civil passport, you only need a passenger customs declaration. It is compiled in one copy (if there is something to bring there) and remains at customs. Other documents abolished, including the customs declaration for the car.
