- There is no doubt - our market is reviving by all indications! A major role in this process was played by the government’s vehicle recycling program, launched in March, and the preferential car loan program is gaining momentum. In total, these two innovations will increase monthly sales by the summer to the level of 140-150 thousand cars, and by the end of the year, I think, at least 1.5 million will be sold. According to our estimates, the Russian automobile market will return to the pre-crisis level in two years and by 2015 it will be the largest in Europe.

Today, our auto industry is working and is already earning. It is good that almost 2 million people, one way or another connected with the industry, remained to work in it. We expect that by the time the implementation of the automotive industry development strategy is completed, by 2020, approximately 3.8 million passenger cars will be sold. At the same time, at least 80% of these machines will be assembled at enterprises in Russia, among them both traditional domestic brands and leading world brands. They, in fact, have already come to Russia.

And will customs duties on cars change in this connection?

- The question should be divided into two parts. As for used cars, customs duties on them are set at a fairly high level, we will keep it for a long time. And for new foreign cars until last year there was a rate of 25% of the customs value, then it was raised to 30%. Such a rate, in our opinion, helps to even out the competitive conditions for those who manufacture cars in Russia. Whether we like it or not, the inflation rate in the Russian Federation is still much higher than in countries - world leaders in the automotive industry. As a result, the price of money, that is, credit, in our country is much higher than in Europe or, say, in Japan. Against this background, the ruble exchange rate is strengthening, and this also works for us in the red. So the high customs duty only compensates for the difference in the conditions for doing business outside our country and inside it. We want investors to come to us and their business to develop, so that even in times of crisis, these investors continue to invest in our auto industry. Because, as already mentioned, the fate of more than 2 million people, as well as their wives and children, is connected with this. In this context, we want to have an efficient industry. Therefore, in the medium term, for five to seven years, I think, these customs duty rates for new foreign cars will continue.

Once again, there was talk that the government was going to ban the “right” steering wheel. This is true?

- The government does not wage any struggle with the “right” rudder! We have other concerns. The main task is to make modern, high-quality cars in the required quantity on the territory of Russia. All efforts are directed at this. I repeat once again: we are not going to fight with cars, which form the basis of the park in the Far East and Siberia.

And are you also not going to ban the registration of freshly imported right-hand drive cars from September?

- We do not have such a norm where a ban on registering a car would be spelled out only because it has a steering wheel on the right.
