By the way, experts are very pessimistic in evaluating the plan, predicting even bigger traffic problems for the capital. Firstly, the development of the capital’s infrastructure, including transport, is in no way connected with the region. But historically it was this: the Stalin General Plan of 1935 implied the formation of the city according to the radial-centric type: the avenues originating from the transport rings went from the center to the periphery. And that plan, in fact, puts pressure on us today. I, the modest motorist, was prompted by the slurred comment of the Moscow City Duma deputy Moskvin-Tarhanov - they say that it was not easy for the designers who updated the General Plan of Moscow because the previous Soviet general plans of the capital assumed three times fewer cars than actually It turns out in the new economic situation. "Therefore, it turned out that we have to work with what is already there." But, according to the deputy, the main task that the authorities saw before them in this General Plan is to create a normal saturation with transport interchanges, highways, including not only roundabouts, but also remote ones.

“The city has reserves for this,” says Mikhail Moskvin-Tarkhanov, “railways over which ramps can be built: cars will move from above, and a train below; land occupied by power lines, which can be removed underground and also designed chords, understudies and intercepting parking."

The main emphasis is on the development of public transport. According to the General Plan, a high-speed tram will appear in Moscow, dedicated lanes for buses will be created, and a second metro ring will be formed.

Meanwhile, the adviser to the Russian Academy of Architecture and Construction Sciences, Alexander Strelnikov, who was an expert on the transport component in the General Plan, notes that in fact the main reason for transport tension in Moscow is not the lack of roads, but the excessive concentration of offices and other objects of attraction in the center. Currently, the center (6.5% of urban land) has almost 40% of the jobs. “Perhaps it’s time to understand that the time has come to simply stop the construction in the center, and maybe even to complete the rehabilitation of buildings with the change of functions of buildings - instead of offices, for example, hotels,” Strelnikov suggests.
