A few years ago, in solving the problem of storing automobiles, serious progress seemed to be outlined. The Moscow authorities announced the launch of the city’s People’s Garage target program, in the course of which motorists had to get places in multi-level parking lots at a price significantly lower than the market price. Naturally, many of them perked up, but the euphoria did not last long. Today it is quite obvious that a tempting social project has successfully failed.

Start

For the first time, Muscovites heard about the “People’s Garage” in the vernacular “Nargar” back in 2003. Authorities have promised that in the very near future, motorists will receive parking spaces, the cost of which will not exceed $ 2, 000. According to the initial plan of the officials, the construction was to be carried out in approximately the same way as in the case of the memorable GSK of the Soviet era. Those wishing to participate in the program were invited to create initiative groups, look for suitable sites, hire contractors and build a garage in the pool. Compared with investors of similar commercial facilities, they received a number of benefits: they were exempted from buying land leases, the rent itself was planned to be levied at lower rates, and the costs of laying main communications should be compensated from the city budget. It was assumed that the use of territories that are unattractive for business and residential development, and therefore having a relatively low cost, will also contribute to cheaper “popular” ones.

False start

On July 13, 2004, the first Moscow government decree No. 487-PP “On the construction of multi-story parking garages under the People's Garage program” was issued. In the summer of 2005, a “hot line” was opened, by calling on which all interested parties could receive detailed information about the project. Six months after this significant event, another decree was issued - “On measures to implement the People’s Garage program,” which said that prefectures carried out an appropriate study of 180 land plots. Officials of the highest rank triumphantly reported: only in the next couple of years, the “people” will provide the city with 330 thousand parking spaces or 6.7 million square meters of space. Nevertheless, the declared meters were not in a hurry to materialize - neither in millions, nor in thousands, nor even in dozens. Motorists were clearly not ready to take the trouble of independently organizing the construction of parking lots, the results of which could easily turn out to be the same as the infamous housing construction with the participation of interest holders. By the beginning of 2006, it became clear that the project was not ongoing. To correct the situation, above hastily took up its adjustment.

The virtual reality

In July of the same year, 2006, First Deputy Head of the Department of Urban Planning Konstantin Korolevsky announced that from now on those who wish to acquire a place in the "people" will enter into an equity agreement with the State Unitary Enterprise "Garage Construction Management", which guarantees them from any surprises. Unlike the previously existing scheme, they were exempted from the need to seek and hire performers, and the first installment should have been paid only at the stage of erecting a parking lot. The Department also reported that about 100 land plots were allocated for “popular” ones, 43 of which already have acts of permitted use. Moreover, the department presented a list of specific addresses where the long-awaited construction was planned in the fourth quarter of 2006. Updated silent was the telephone "hot line" of the "People's Garage." At the same time, the estimated cost of the parking space was “updated”. No fenced area in the most unpretentious ground parking was estimated at 5 thousand dollars; apartments in underground structures on the territory of the Central Administrative District, where due to the lack of free space nothing else, cheaper, in fact, can not be built - already at 17-20 thousand dollars. In the media, according to officials, messages full of optimism flashed again. “The first parking garages under the People’s Garage program may appear next year …” “By the end of this year, construction on 14 sites will begin under the People’s Garage program …” “The first“people's garage”will be built on Abramtsevskaya Street” … But, alas, nothing appeared and didn’t begin again in the indicated time frames: virtual reality simply did not become reality.

Summary

So, the authorities’s plans for the mass construction of parking lots with the involvement of citizens have failed. Instead of tens of thousands of parking spaces, the loudly publicized project for its entire existence with sin was born in half 56 places in a two-level garage of prefabricated structures, finally built on Sevan Street last January.

At a government meeting at the beginning of this year, the program hosted a debriefing. The main reason for its slipping was called the protest movement of residents who do not have cars, who are not interested in the appearance of garages in their adjoining territories. According to the evidence of the same Mr. Korolevsky, it was precisely because of this that construction had to be abandoned at 20 previously designated addresses. However, as we recall, these addresses were voiced several times more. The question is, who or what interferes with being built there? If the representatives of the metropolitan construction complex were not engaged in self-deception, then they would have long realized that it was not at all about obstinate pensioners and housewives. And at least for decency, they renamed the program. After all, a people's garage also implies a people's price, and it, in the opinion of representatives of the automotive community, can in no way be equal to 7-8 thousand dollars for a parking place - these were the rates in the most economical version of the “nargar” on Sevan (it’s not difficult to calculate that only over the past two years they managed to grow by 40%). Of course, 7 thousand is far from the sky-high figure. This, for example, is much less than the cost of a new foreign car of the middle class. On the one hand, judging by their number on the streets, one might get the impression that people have extra money. But, on the other hand, this impression is often misleading, because a huge number of these cars are bought on credit today and their lucky owners have been paying bonded interest for years. It is clear that in such a situation, most of them cannot afford such garage costs. In addition, Moscow still has a lot of owners of old cars, whose revenues do not at all imply any noticeable expenses on car storage. Meanwhile, starting the campaign for the demolition of awnings, the city fathers promised that in return the owners would receive something comparable in price. As a result, the cost of a place in the "people" turned out to be at least five times higher than the cost of a "shell".

Prospects

Ideally, the initiators and curators of the project should recognize that one of the main reasons why it is failing is the elementary unpopularity among motorists. But to make a good face with a bad game, apparently, is easier. Therefore, at the top of the idea of “People’s Garage” publicly do not rush to refuse. She was only let down on the brakes, as if forgetting about past ambitious plans.
