The main goal of the document is to attract investment in the road sector, which, according to the developers of the Ministry of Transport, will contribute to the development of a network of Russian roads, improve traffic conditions and safety. In this regard, according to the bill, not only state-owned, but also private companies will be able to finance the construction and subsequent operation of toll highways. At the same time, toll roads, as well as public roads, must remain in state or municipal ownership.

To increase investor interest in the road construction sector, a number of provisions are enshrined in the document. When concluding leases of land plots for a highway, the confessional (investor) is vested with the right to act on behalf of the Russian Federation. In this case, the state establishes the maximum rent. In addition, guarantees for investors include a single list of vehicles throughout the Russian Federation that can use the highway for free (ambulances, fire engines, police cars, government vehicles, etc.).

Only with an understudy

The law also contains guarantees for the rights of road users. Toll tracks can only become if they have a free understudy, and its length should not exceed the length of the toll highway more than three times (though in the case of tunnels and bridges these restrictions do not apply).

If a private company becomes the “owner” of such a road, it determines the fare for itself. But within the limits that state structures will calculate according to a special technique (today it has not yet been developed). But the decision to make the existing public road toll possible can only be made after its reconstruction.

Around Moscow

Most likely, the new law will really push investors to invest in road construction. However, mainly in regions where traffic flows are high, so that the money spent on construction can be recaptured relatively quickly. This primarily refers to the Moscow region.

Already today there are at least six projects of toll highways, which in the foreseeable future may appear in the suburbs. Our newspaper regularly talks about the closest to us in time - the head section of the Moscow-St. Petersburg road, the link between the M1 Belarus and Moscow Ring Road bypassing Odintsov, and also about the Central Ring Road -. The Moscow-Domodedovo, Moscow-Sheremetyevo and Moscow-Pereslavl-Zalessky routes are under development.

New Yaroslavka

Paid understudy Yaroslavka, the new road Moscow - Pereslavl-Zalessky, in this list stands apart. In contrast to the above objects, the initiator of its creation and the author of the preliminary project was a non-governmental organization - “First Management Company”.

“Our project has been approved by the government and the Ministry of Finance of the Moscow Region, and a working group has been formed in the Ministry of Transport to consider it,” says Maria Shasherina, head of the First Manager’s press service. - A highway with a total length of 130 km will run parallel to the Yaroslavl highway through the Moscow, Vladimir and Yaroslavl regions, bypassing industrial centers and cities, with special access roads providing communication with them. On the new highway, road signs will be installed that are clearly visible from a long distance at any time of the day, barrier fences that minimize the consequences of an accident, emergency call systems. Organize road service areas.

According to Ms. Shasherina, the total investment in the project will amount to $ 405.5 million, financing is possible due to funds from the sale of commercial facilities and attraction of co-investors. The terms of the project, taking into account the necessary approvals will be 5 years. And the prices so far promise quite loyal: for the passage along the new highway, 3 rubles will be charged from freight transport, from a passenger - 1 ruble per kilometer.
