The deputies almost unanimously approved in the first reading the amendments to the law, according to which the driver, concluding a new MTPL agreement when changing the car, retains preferential rates for a trouble-free ride. As the author of the bill, Alexey Sigutkin, the author of the bill, explained that under the current law, a driver will earn a discount for several years without accident, but when changing a vehicle and buying a new insurance policy, it is not taken into account. This nonsense in the law has long been noted by our readers. The proposed bill just transfers the binding of benefits from a specific car to a specific driver.

According to the deputies, the new paragraph (and it may come into force this fall) will not only restore the rights of "accident-free" drivers, but will also be an additional incentive when replacing an outdated car with a new one.

Meanwhile, as shown by the ROMIR Monitoring study on the use of insurance services, only 3% of surveyed car owners do not buy insurance policies! Accustomed or afraid of penalties - it does not matter. But on other types of car insurance is still saving. Two thirds (67%) do not insure their cars against damage and theft. This answer was somewhat more often than the average for the sample given by respondents in the Southern Federal District (83%). As a rule, the CASCO policy was absent in people with secondary education (74%) and low income (76%). Almost two-thirds of car owners (64%) are satisfied or rather satisfied with the services of insurance companies, 23% of respondents found it difficult to answer this question, the rest were not satisfied.

The current all-Russian survey involved 1, 600 respondents aged 18 years and older in more than 100 cities and towns. Last year, the same survey showed a different attitude of Russians towards car insurance. So, 22% of respondents unequivocally believed that "the introduction of compulsory motor third-party liability insurance has benefited car owners"; 12% were of the opposite opinion. The majority of respondents (66%) believed that the “auto-citizen” did not bring either particular benefit or harm. (Real OSAGO users were divided in a different proportion: 34% considered the introduction of compulsory motor insurance useful, and 18% considered harmful.) Since then, motorists seem to have changed their minds about “motor citizens” for the better. And if the deputies had finally introduced, say, a Euro-protocol system (we wrote about it in ЗР, 2006, No. 5), then the number of supporters would certainly have increased …
