For the employees of the Federal Highway Agency there is no writer closer than Nikolai Vasilyevich Gogol. As much as he, no one wrote about the various transport and roads. But will this wheel reach Kazan or not? Or about the construction of a bridge across the pond and so that the peasants would certainly play something compassionate on it? And the Three-Bird, which rushes through endless Russia, not dismantling the road? Finally, who was the first to give a clear definition of two Russian ills, one of which is inscribed in the name of a reputable agency? Who, if not it, supported by the government (first of all, the Ministry of Finance), should put the roads in order? Oh, the country is so big, but far from everywhere you can drive a car, even an all-wheel drive.
In any case, this is precisely what the numbers indicate. Almost 60% of federal highways do not meet any standards, and 80% (!) Of local roads cannot be called roads at all, the head of the Federal Road Agency of the Ministry of Transport of the Russian Federation Oleg Belozerov recently said. There is still not enough money, you can forget about the construction of new routes - at least the ones we drive on should be repaired … True, according to the assurances of road officials, now this is done not by any means and how, but by science and with a guarantee. An unprecedented concern for the quality of repair work is explained not only by the attention to the problems of an ordinary Russian motorist (although I admit this too). According to the most conservative forecasts, by 2010 the fleet of trucks in the country will increase to 5 million, buses - up to 730 thousand, and cars - up to 35 million! It is clear that the existing roads, unless urgent measures are taken, will turn to dust by that time, and traffic will become one big traffic jam. Another delicate moment is the upcoming entry into the WTO. We have not been received yet, but Russia has already achieved that federal highways are included in the European road network E. First of all - the Pan-European Transport Corridor No. 9: it connects Northern Europe with the countries of the Black Sea. Russia accounts for 1907 km of this highway, from Finland (via St. Petersburg and Moscow) to the border with Ukraine. Another corridor (PE2A) stretches from the UK through Germany, Poland and Belarus to us, through Smolensk and Moscow, and finishes in Nizhny Novgorod. The Eastern Corridor coincides with the M5 Ural highway. And now we need to make sure that the Russian sections of the European corridor do not stand out against the general background.
From now on, only those contractors who do not save on materials and adhere to technology will be allowed to repair roads, O. Belozerov promised. Those who give a guarantee for their work three to four years, and not a year as before. Given the European status of roads, you cannot continue to lay on the old pavement a new layer with a thickness of 4-5 centimeters, as prescribed by GOST 30 years ago. Indeed, in Europe, the permitted axle load for "trucks" exceeded 10 tons long ago, and we all pave roads for 6 tons … It is clear that a column of European "camions" will pass along such a road - and it will fall apart. Therefore, although GOST has not yet been changed, now during the overhaul and construction of new highways in Russia, 11.5 tons come from the load. In addition, the leadership of Rosavtodor suggested accumulating all the financial resources allocated for repairs at several of the most important facilities, rather than spraying them around the country. Indeed, often the construction or reconstruction of a serious facility stretches for 10 years, or even more, as happened with the Adler-Krasnaya Polyana tunnel (it was recently opened by the president personally), bridges in Murmansk and Volgograd. The fruits of this concentration can already be seen. This is the eastern half-ring of the St. Petersburg Ring Road, the extension of the Don highway to four lanes in each direction, the bridge across the Kola Bay in Murmansk, the bridge across the Kama River in the Perm Region … All these objects were commissioned this year (or will be commissioned in the coming months) “not thanks, and contrary to "- because underfunding of the road sector in 2002-2004. amounted to 225 billion rubles!
