The entire achievable range of stem movements is divided into 255 steps, this ensures high accuracy and sensitivity of the regulator. The actual range used is about half that.
When starting, the idle speed controller, obeying the controller’s commands, will push the needle to a position in which the engine, while still cold, will operate stably at fairly low revs. On injection machines during heating, he does not "yell" like a carburetor with a covered air damper. With this position of the regulator, not only air consumption, but also fuel is more: the ratio is monitored by the program. Of course, warming up requires additional "firewood", but with a carburetor it would be the same.
It is curious that the idle speed controller responds to each opening or closing of the throttle, changing the position of the stem and air flow. He takes the most direct part in the engine braking mode - at the command of the controller, for example, he performs the same function as the EPHC of a carburetor machine.
