It is enough to drive a couple of hundreds of kilometers through the native expanses, as it becomes clear that all road signs and signs can be classified not only by traffic rules, SNIPs and GOSTs. Well, we waved much more - from Moscow to Volgograd, then through Elista, Stavropol, Rostov - and home. It is from the southern regions that they most often write about all sorts of road absurdities. Here is a kind of hit parade, compiled after the mileage of the editorial car increased by almost five thousand kilometers. So, in the first place are the signs that we have combined in the category "Past and Thoughts." They were installed years … eleven years ago, and they forgot. Second place in the category "But we do not care." These are the ones that traffic cops like to “sculpt” in violation of all the Rules of the Road (which they actually are called upon to sacredly protect from shame, etc.). Finally, the third category, the most fun - “Kin-dza-dza”. This is when theoretically you are in Russia, but practically not.
Let's start with the first nomination - “Past and Thoughts”. Here the main candidates for the Grand Prix are the road workers of Stavropol. The signs that they installed are called warning signs. And they are called, in accordance with GOST, to inform "about the nature of the danger and the location of the dangerous section of the road, the movement on which requires taking measures appropriate to the situation." But a warning, like any information, is useful only when it is in place. And then the drivers are warned that the section of the road … will be repaired from time to time! Indeed, why carry signs back and forth, if the repair sometime still have to start? In the meantime, naturally, neither before nor after the sign have any traces of road work been found. But most of all I was amazed by the sign with the inscription “STSI” installed in the open field. The logic of those who installed it, apparently, is this: all drivers are required to know and remember that the traffic police exists and watches. Be vigilant and you, the driver! No hesitation - first prize.
Kalmyk road workers were also pleased with their original creativity with elements of national color. Not only that, on straight roads like an arrow, they like to draw a double “solid”, prohibiting overtaking. And suddenly it turns out that the road is direct - it is not straight at all, but turns sharply to the left. And where in this situation should the driver go - go left, into the steppe, where the highway should turn (but for some reason it does not turn!), Or directly, where does the highway really go, which does not exist? In general, without a bowl of good koumiss, you can’t understand these oriental intricacies in any way!
ONE IN THE FIELD …
Now about the second category. Ostap Bender, applying in practice his 400 relatively honest methods of taking money from the population, in some cases used a police cap with the coat of arms of the city of Kiev. It was his secret weapon, his personal 401st method! There are many followers of the combinator, but they have traffic signs in their arsenal. What is easier - put in the open field the sign "settlement" and just have time to fine everyone who has exceeded speed! Take, for example, the city of Voronezh. Beautiful, in recent years it has been actively built. And although GOST allows you to set signs denoting a settlement only on the actual border of the building, in this glorious city they were carried out for a good kilometer. Surely the city will once come here too, but for now, road guards are standing in the open field (but behind the 5.22 sign!), Actively replenishing the local budget (in the broad sense of the word).
And how much we wrote about the sign 2.5, so beloved of our traffic police! It is time to put the stop sign in the Russian Guinness Book as the most “quoted” in the country. And although the SDA clearly states that it cannot be installed at the traffic police posts (only off the road, except in special cases), but they still put it and put it on! Even during the recent “direct line” arranged by the magazine with the leadership of the State Traffic Safety Inspectorate, its head V. Kiryanov specifically emphasized that “measures are being taken on the facts of unreasonably imposed traffic restrictions, including temporary ones, in the areas of responsibility of traffic police stationary posts”. Accepted, say? In sovereign Kalmykia, no matter what the post is, the “stop” sign always flaunts before it. Another Grand Prix - for persistence in achieving the goal!
WHAT TO DO?
Over a week of traveling around the country, we came to a disappointing conclusion. Apparently, “out of principle” signs are put on our roads and the markings are drawn not as it should, but as they please. Here is the time to recall our third nomination: out of competition - our national republics, where the concept of "sovereignty" extends even to road signs! In Kalmykia, for example, almost all road signs are written in the native language of President Ilyumzhinov. Of course, he will be able to read them, but an ordinary Russian driver … You drive along the road and try to read the name of the village, or the river, or something else on the go … No, we are not opposed to the names being written in the local language but they must be duplicated in Russian! By the way, GOST also speaks about this … The prize in the Kin-Dza-Dza nomination is for Kalmyk road workers.
TO RUSSIAN CITIZENS
You can describe road absurdities for a long time, but there are also ways to deal with them. It is necessary to show civic consciousness and not just laugh when driving past an incorrectly installed road sign, but write down its exact location and notify the regional or regional traffic police in writing. So, they say, and so: I discovered a violation, please understand and report. Experience has shown: this is a simple and fairly effective method. We ask you to consider this material an official appeal of the editorial office to the State Traffic Safety Inspectorate: please understand what is happening on the “southern route”!
And how many accidents and unnecessary conflicts occurred due to the fact that someone forgot to remove the sign. Not only are objectively unnecessary (and unreasonable!) Restrictions inconvenience to drivers, they are also extremely dangerous. The driver should not doubt for a second whether this or that sign is set correctly or not, but only to clearly fulfill his requirement. And when there are too many meaningless signs, most drivers stop paying attention to them. And if - God forbid! - there really is a threat lurking behind the sign, someone might not notice it …
Commentary by V. N. KIRYANOV, Head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation
Traffic police officers do not have the right to independently install road signs, except when traffic is in danger (traffic restrictions in winter on certain sections of roads, force majeure circumstances).
