This is decisiveness! The State Duma, at the request of the government, hastened to pass more laws before the holidays, suddenly paused. Urgent matters were postponed to appeal to the president. And with what! With the proposal not to block the movement when the presidential motorcade rides.
The call to Putin to be more democratic came from the lips of the deputy and director, member of the Duma faction OVR Stanislav Govorukhin.
Stanislav Sergeyevich was not lucky: he was in a traffic jam. Actually, every Moscow motorist gets stuck when traffic is blocked due to some kind of "bump", and this happens, alas, often. And we are indignant at the swagger of the authorities, and we are talking about him and writing - they are even tired! No reaction. It turns out that the legislature perceives a popular voice if it is heard, so to speak, from within this body itself. As soon as one of those who usually uses the right of the strong man and violates traffic rules in vain, inadvertently find themselves in the position of "second-class man", the problem has risen to the heights of a state scale. Deputy Govorukhin did not like the traffic jam: “cars going bumper to bumper”, “heat and puffs of dust”, “not a single well and toilet were found on the sidelines.” He even experienced humiliation (at least, as it is written in circulation). And he proposed to the president "to abolish the archaic practice of closing roads to follow a tuple of any level."
Govorukhin’s noble impulse was supported by his comrades in the mandate: 262 deputies voted in favor of the appeal “On the Practice of Traveling Officials on Highways of the Russian Federation”, and only one renegade was against, and the other confessed and abstained.
Ah, Duma, know she is strong! Though with reservations (“the president does not suspect the scale of the application of these measures and the reaction to those measures who are forced to experience such humiliation” - the authors of the appeal do a clumsy reverence), but shame the president himself! So, to solve the problem at once: now things will move, the driveways will open …
The reaction really followed almost immediately. But not from the president, who did not deserve the highest attention to the petition for elected representatives of the people, but from the Federal Security Service. This serious organization calmly reminded the authors of the appeal that it was acting exclusively in pursuance of the federal law “On state protection of the highest bodies of state power of the Russian Federation and their officials”. This document says what should be the procedure for the protection of especially important persons (there are 30 such people in our country), and this order is specified by the orders of the president (then Yeltsin) and the government, plus the orders of the Minister of the Ministry of Internal Affairs. It is in them that it is written how tuples should go, for how long and how to block the movement of transport in order to ensure "unhindered passage" …
So, to whom are the claims? All (including Putin) only comply with the law. Which is accepted by whom? That's right, the State Duma of the Russian Federation. And what, deputies did not know this? Or the appeal with circulation was a kind of advertising action: we make noise, brothers, we make noise. I have to! Otherwise, they will completely lose interest in the Duma and will be considered completely pro-governmental, compromising and boring. And here is such a reason …
They blamed the president, got a shit, now you can grumble about the undemocratic supreme power - life is in full swing! No one will remember under the guise that, for example, the Chairman of the State Duma of the Russian Federation Gennady Seleznev is also on the list of specially protected persons and also block traffic for his unhindered passage! That’s who it was necessary to turn to - it’s more audible than the Kremlin. Let the "foreman" of the chosen people set an example. And even better (well, let me dream!) If our deputies would follow the old Soviet call "start with yourself." Govorukhin, a fighter with privileges, would look out the window, count how many cars with flashing lights, how many flags are on the Duma’s numbers, and would suggest that his comrades surrender, so to speak, voluntarily …
